About The Position

The Assistant General Manager (AGM) assists the General Manager (GM) in ensuring the smooth day-to-day operations of water utilities. The AGM is responsible for the proper operation and maintenance of the water system, and assists the general manager with training, recruiting, promotions, and planning. The AGM also assists the Production Superintendent in overseeing water quality testing to ensure compliance with approved schedules and company specifications. The role involves performing the duties of the General Manager or Superintendents in their absence.

Requirements

  • High school graduate or equivalent.
  • Three (3) years’ experience as Utility Worker III or comparable experience.
  • Able to read construction drawings.
  • Thorough understanding of water distribution systems, water treatment, and water testing requirements.
  • Strong communication skills and ability to deal effectively with customers, contractors, regulatory agencies, and material suppliers.
  • Familiarity with various construction methods and the Company's Standard Specifications.
  • Ability to inspect construction projects to ensure compliance with Company Standard Specifications and Arizona Department of Environmental Quality Engineering Bulletin No. 10.
  • Must be able to use a personal computer.
  • Must possess strong leadership and instructor skills.
  • Must be proficient with Excel.
  • Able to perform repetitive physical activities, including walking, sitting, standing, bending, stooping, reaching, and using a computer keyboard.
  • Able to communicate orally and in writing.
  • Able to remain in a sitting position for long periods of time.
  • Must be physically able to perform work that requires walking, bending, kneeling, and limited digging and lifting.
  • Must be able to work outside in all types of weather.
  • Able to lift, push or pull up to 40 pounds.
  • Strong critical thinking and problem-solving skills.
  • Great interpersonal skills.
  • Strong verbal and written communication skills.
  • Able to be firm and approachable.
  • Must have a valid, appropriate Arizona driver's license with an acceptable driving record.
  • Must have an Arizona Department of Environmental Quality Operator Certificate for Water Distribution and Water Treatment at a grade level specified by the Company.

  • AS400, Great Plains, Smart Client, and Ariett software knowledge a plus but not required.

Responsibilities

  • Assist the Distribution Superintendent in coordinating Division construction projects with utilities, contractors, suppliers, agencies, customers, and company personnel.
  • Assist the Distribution Superintendent in overseeing and supervising Company inspectors to ensure compliance with Engineering Department specifications.
  • Manage and oversee personnel processes, procedures, and issues.
  • Assist in the preparation of construction budget proposals.
  • Provide detailed "as-built" records of completed construction work to the Engineering Department.
  • Assess construction project progress and implement Change Orders.
  • Coordinate major change orders with the Engineering Department.
  • Ensure continuing project progress and timely completion.
  • Provide safety and job training for all Company employees.
  • Ensure compliance with OSHA safety regulations and the Company's safety program.
  • Oversee Division inventory levels for efficient stocking of materials.
  • Oversee material orders to verify adequate quantities and types of materials.
  • Oversee the Company's safety program and ensure compliance with OSHA safety regulations.
  • Assist the Customer Service Superintendent with customer support matters, including service establishment, preliminary cost estimates, and resolving high bill complaints.
