Requirements

  • Bachelor’s degree preferred or a combination of work experience, education and professional designations, certifications.
  • 3+ years of experience in Property Management Operational role(s) with a college degree -or- 4+ years of experience in direct APM/AGM role at similar scale/scope properties (without a college degree).
  • Proficiency in Microsoft Office applications.
  • Proficiency in Yardi required.
  • Experience in residential housing (market-rate and/or affordable) and regulatory compliance.
  • Strong understanding of Building Finance and PM-specific Financial Reporting.
  • Strong understanding of Regulatory Compliance (Rent-Stabilization/Fair Housing/Section 8, etc.).
  • Building system knowledge required.
  • Project management experience.
  • Exemplary customer service skills.
  • Ability to complete tasks/projects on-time.

Responsibilities

  • Assisting the General Manager (GM) in overseeing all operational aspects at a particular development/asset.
  • Assuming partial operational control of the asset in the absence of the GM.
  • Supporting the GM with the implementation of regulatory compliance efforts and leasing coordinated efforts, including continuous occupancy management and logistical coordination of move-ins/vacates/turnover.
  • Overseeing and implementing site-specific operational policies and procedures to ensure maximum performance by all employees.
  • Supporting and effectively managing on-site LIHTC and/or Section 8 administration and compliance.
  • Overseeing payroll and paid time off for site-employees, and monitoring staff overtime.
  • Planning, executing, and enforcing site-specific operational policies and procedures to ensure maximum performance by all employees.
  • Oversight and follow-up on all violations issued by City, State and Federal agencies.
  • Procuring all vendors, services, and necessary materials transparently and in accordance with C&C policies and procedures, ensuring spending aligns with budget projections, and actively reviewing and approving invoices.
  • Mitigation and aggregation of pre-acquisition Housing Quality Standards (HQS) violations, including uploading completed NE-2 forms onto the Division of Tenant Resources (DTR) portal.
  • Overseeing implementation and effectuation of all resident A/R collections and legal arrears process.
  • Oversight of rent collection and resident arrears outreach following guidelines issued by NYCHA, as applicable.
  • Working with counsel and other parties on tenant arrears, insurance matters, and other legal issues as they arise.
  • Actively pursuing tenant arrears and initiating non-payment proceedings.
  • Overseeing BAEZ (mold survey & remediation) mitigation and reporting process as required by NYCHA reporting requirements.
  • Closely monitoring and supervising staff responsible for all trackers required by C&C management, NYCHA, government entities, partners, etc.
  • Overseeing the coordination with Builders on construction and resident relocation, as applicable.
  • Historical tracking and monitoring of monthly resident outreach notifications, working closely with social services, community affairs, and community leader teams.
  • Preparing and submitting NYCHA-related reports no later than the 5th of each month as a NYCHA requirement.
  • Working closely with Development + L+M Builders teams as well as interfacing with related partners, stakeholders, and ownership groups.
  • Enacting and enforcing organizational initiatives/SOPs.
  • Closely monitoring performance of direct reports and coordinating with HR on progressive disciplinary measures.
  • Playing a critical role with development team(s) in executing both short- and long-term initiatives/strategies across both the residential and retail components.
  • Overseeing incident reporting efforts, ensuring all parties (site-security, leadership, insurance, and legal teams) are engaged, and details are properly recorded.
  • Managing the violation process until completion.
  • Overseeing and ensuring that all CAM charges/allocations, multi-entity cost-sharing allocations, AR/AP, MOR variance explanations, operating and CAPEX budget preparation are effectively handled.
  • Supporting the leasing team on any/all renewal, lease termination, and/or lease negotiations.
  • Liaising with Community Affairs to ensure resident feedback is incorporated into property operations and supporting any/all L+M/C&C Community Affairs initiatives, with the social services team/agencies to support the at-risk residential population and residents as needed.
  • Maintaining full accountability and playing a direct leadership role in supervising agency-specific regular inspections (i.e., REAC, MOR, API, etc.).
  • Working closely and collaborating with the Asset Management team as well as any/all partners, stakeholders, and co-developers to drive additional value and control expenditures.
  • Managing all CAPEX projects, working closely with AM, builder’s group, and RM on bidding/leveling and execution of contract documents.
  • Managing retail/commercial operations pursuant to the lease agreements.
  • Managing the unit turnover process, including bid-leveling, estimating, and awarding processes.
  • Strategizing and logistically coordinating (operationalizing) major projects/initiatives and/or PILOT programs as trend-setters for the larger portfolio.
  • Engaging and serving as direct point of contact for Agency Officials/Representatives (i.e., HPD, HCR, DCA, NHA, HMFA, ESDC, HUD, NYCHA etc.).
  • Coordinating BBRI, OCAF, MU2M efforts, at times directly handling the submissions.
  • Conducting property inspections to verify work performed by maintenance staff and identify areas that may need additional attention.
  • Ensuring that staff are trained in all required applications and other tools required to perform their duties, confirming that staff understand their roles and responsibilities and can achieve desired results.
  • Attending Tenant Association meetings as necessary.
  • Working closely with the security team on security-related initiatives.
