About The Position

Manages the City’s revenue collection, cash management, and financial forecasting activities; also directs and manages the daily operations of the Finance Department as assigned.

Requirements

  • Bachelor's degree in Business Administration, Accounting, or closely related field and five years of experience; or an equivalent combination of training and experience.
  • Must possess a valid driver's license and maintain throughout duration of employment.
  • Must pass a background check as prescribed by the City of Davenport.

Responsibilities

  • Manages the billing and collection of all utility bills, fees, fines, taxes, special assessments, grant reimbursements, and other revenue sources; prepares deposit slips and deposits funds into designated banks; coordinates grant disbursements; prepares and maintains delinquent accounts reports; Coordinates collections on non-sufficient fund accounts; certifies delinquent accounts that can be levied on delinquent account holders’ properties.
  • Establishes policies, procedures, and standards to ensure proper internal controls are in place.
  • Supervises, schedules, trains, and directs the work of employees; participates in the interview and selection processes and may make employment decisions including the evaluation of employee performance and discipline.
  • Manages the City’s investments including development of investment reports and routinely updating the investment policy as necessary.
  • Participates in the annual budget preparation process; prepares both short- and long-range forecasting reports.
  • May coordinate the development and maintenance of other departmental policies and procedures for other divisions as assigned by the Chief Financial Officer.
  • Oversee the implementation and successful ongoing maintenance of the financial enterprise system and any other finance related software or applications.
  • May participate in the development of statistical reports, financial analysis, forecasting reports, etc. for the City Council or other legislative bodies as assigned by the Chief Financial Officer.
  • Participates in planning, directing/coordinating, through other managers, the department’s work plan; assigns projects and programmatic areas of responsibility; meets with management staff to identify and resolve problems.
  • As requested, represents the Finance Department to other City Departments, elected officials, or outside agencies.
  • Assumes management oversight for the daily operations of the department personnel, services, and activities, at the direction or in the absence of the Chief Financial Officer.
  • May respond to and resolve difficult citizen inquiries/complaints.
  • Coordinates and directs customer experience enhancements, facilitates implementation and support of financial reporting advancements and business decision-making tools, and provides direct assistance and support to the Chief Financial Officer on special assignments, departmental initiatives, and city-wide programs.
  • May perform any other duties as assigned.
