About The Position

The NYC Department of Environmental Protection (DEP) is seeking seven (8) Assistant Mechanical Engineers to serve as Technical Reviewers within the Asbestos Control Program (ACP) Technical Review Unit. This role is crucial for reviewing asbestos removal applications and conducting related inspections to support the city's goals for affordable housing and streamlined development processes, aligning with Mayoral Executive Order No. 5, SPEED initiative. The Technical Reviewer will be responsible for ensuring compliance with federal, state, and NYC Asbestos Control Program regulations through detailed reviews of project notifications, variance applications, and construction plans. Additionally, the role involves conducting site inspections, preparing reports, collecting samples, interpreting lab results, and potentially issuing violations and providing testimony. The selected candidate will also act as an emergency responder for asbestos incidents, assisting in remediation efforts, conducting contamination assessments, and coordinating with various agencies.

Requirements

  • Currently serving as a permanent Assistant Mechanical Engineer or on the DCAS civil service exam list # 6015.
  • A baccalaureate degree from an accredited college in mechanical engineering, aerospace engineering, or mechatronics and one year of full-time satisfactory experience in mechanical engineering work.
  • A baccalaureate degree from an accredited college in mechanical engineering technology and three years of full-time satisfactory experience in mechanical engineering work.
  • A baccalaureate degree from an accredited college and a master's degree from an accredited college in mechanical engineering or mechatronics.

Responsibilities

  • Perform reviews of applicant submissions for asbestos removal.
  • Conduct related inspections as necessary.
  • Review and approve asbestos project notifications, amendments, and variance applications.
  • Evaluate design and construction plan drawings for compliance with federal, state, and NYC Asbestos Control Program regulations.
  • Conduct pre-abatement and active asbestos abatement inspections related to variance proposal applications.
  • Prepare detailed inspection reports of field activities.
  • Obtain worksite dimensions, diagrams, and photographs.
  • Collect and document asbestos samples.
  • Interpret laboratory reports and review air sampling reports.
  • Issue Notices of Violation, prepare case files and evidence.
  • Provide testimony at Environmental Control Board Hearings and trials.
  • Serve as an emergency responder during asbestos emergency incidents.
