About The Position

The purpose of this classification is to assist in the management of operations of a Public Works Division or assigned work area within a Public Works Division. This role involves supervising, directing, and evaluating staff, coordinating daily work activities, ensuring compliance with codes and safety procedures, assisting with budget preparation, and developing long and short-term plans for the division. The Assistant Division Leader also monitors productivity, manages division activities, maintains inventory of vehicles and equipment, and prepares various reports.

Requirements

  • High School Diploma or GED, required.
  • Four (4) years previous relevant experience that includes Public Works operations.
  • Must possess a valid Florida Driver’s license with an acceptable driving record.
  • Ability to clearly communicate Department and City Goals, Policies, Strategic Plans and other key information to employees and peers using multiple communication platforms including e-mail and social media.
  • Effectively communicates with supervisor, employees, other departments, contractors, engineers, utility companies, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Accurately and expeditiously receives and delivers messages and information to the appropriate individuals.
  • Ability to prepare accurate and thorough written records and reports.
  • Ability to understand and follow oral and written instructions and to complete assigned tasks with minimal direction.
  • Ability to understand and quickly and accurately follow brief oral and written instructions on moderately complex matters.
  • Knowledge of management principles and techniques.
  • Knowledge of all applicable laws and City ordinances including Federal, State and local environmental laws and regulations.
  • Knowledge of and the ability to develop procedures for planning and coordinating solid waste programs.
  • Knowledge of the principles and practices of public administration.
  • Knowledge of budget preparation and administration.
  • Skilled at providing effective leadership.
  • Skilled in identifying and resolving problems and conflicts as they arise.
  • Able to review data and make analytical deductions.
  • Ability to establish and maintain harmonious working relationships with administrative staff, customers, employees, other departments, other governmental and regulatory agencies, and the general public.

Responsibilities

  • Supervise, direct, and evaluate assigned staff, addressing employee concerns and problems, directing work, counseling, and managing employee performance.
  • Conduct interviews, coordinate testing of candidates, and make hiring recommendations; schedule and coordinate training activities.
  • Coordinate daily work activities; organize, prioritize, and assign work; monitor status of work in progress and inspect completed work; develop work schedules to ensure adequate coverage.
  • Consult with assigned staff, assist with complex/problem situations, and provide technical expertise.
  • Ensure division compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensure adherence to established safety procedures; monitor work environment and use of safety equipment to ensure safety of employees and other individuals; initiate any actions necessary to correct deviations or violations.
  • Consult with the Division Leader and Public Works Manager to review division operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
  • Coordinate work activities with those of other divisions, other departments, outside agencies, or others as needed.
  • Assist in budget preparation for the division; monitor expenditures to ensure compliance with approved budget.
  • Develop and implement long and short-term plans, goals, and objectives for the division; anticipate changes in the industry and incorporate anticipated changes into long range planning; analyze, develop, and implement new business concepts or methods.
  • Evaluate effectiveness of division operations; develop and implement operational changes as needed.
  • Monitor productivity of the division; analyze productivity involving residential service, front loads, and recycling activities.
  • Assist in managing division activities; assist Crew Supervisor’s in resolving problems; analyze current routes and make route changes as appropriate.
  • Maintain inventory of assigned vehicles, equipment, supplies, and other materials; ensure availability of adequate materials to conduct work activities; initiate orders/requisitions for new/replacement items; research costs and specifications for new vehicles and equipment, and make purchasing recommendations.
  • Inspect daily pre-trip inspections; determine minor vehicle repairs; coordinate with the Fleet division to complete repairs expeditiously.
  • Inspect equipment for cleanliness and proper operations; ensure proper maintenance work and coordinate necessary repairs; monitor expenditures for maintenance/repairs.
  • Prepare or complete various forms, reports, correspondence, statistical data, statistical reports, budget documents, performance appraisals, or other documents.
  • Receive various forms, reports, correspondence, budget reports, invoices, maintenance records, vehicle maintenance expenditures, attendance records, job applications, time sheets, contracts, policies, procedures, architectural drawings, manuals, reference materials, or other documentation; review, complete, process, forward or retain as appropriate.
  • Operate a computer to enter, retrieve, review or modify data; verify accuracy of entered data and make corrections; utilize word processing, database, email, or other programs.
  • Communicate with managers, employees, other divisions/departments, City officials, customers, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Respond to complaints and questions related to division operations; provide information, research problems, and initiate problem resolution.
  • Maintain a comprehensive, current knowledge of applicable laws/regulations; maintain an awareness of new trends and advances in the profession; read professional literature; maintain professional affiliations; attend conferences, trade shows, seminars, and training sessions as appropriate.
  • Track, review, and approve employee performance in designated performance management system.
