About The Position

To develop, implement plans and structures within the Procurement department to ensure cost effective purchases of goods and services. Directly manage support staff to make sure districts goals and objectives are met at minimal cost.

Requirements

  • Bachelor’s degree in business administration, management, public administration, or related field from an accredited institution.
  • Five (5) years of experience in an administrative, supervisory, technical, or professional position in procurement, which includes two (2) years of supervisory experience in a Procurement office.
  • Proven knowledge and experience in formal bidding, negotiating, and contracting in a public or private procurement environment is mandatory.
  • Knowledge and experience in the interpretation and implementation of State Statutes, State Board of Education regulations and district purchasing policies.
  • Knowledge of generally accepted purchasing practices, contract law, and procedures, particularly as they relate to government procurement.
  • Demonstrate leadership and management ability, skill in public relations, and ability to apply skills of continuous quality improvement to procurement operations.
  • Ability to anticipate district needs for goods and services and implement appropriate strategies and actions to meet those needs.
  • Ability to analyze and synthesize data for use in sound decision making; demonstrated ability to plan and organize effectively and present information in a concise, understandable manner.
  • Ability to work and communicate effectively with external and internal customers, and to resolve issues and disputes.

Nice To Haves

  • Public procurement experience is preferred.
  • Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or NIGP Certified Procurement Professional (NIGP-CPP) preferred.
  • SAP and Ariba experience preferred, but related Procurement database experience is highly desirable.

Responsibilities

  • Develop and implement strategic procurement plans aligned with the district's objectives, ensuring optimal acquisition of goods and services.
  • Lead and manage procurement team members, providing guidance, mentorship, and support to achieve departmental goals.
  • Oversee the execution of complex procurement initiatives, including large-scale contracts and strategic sourcing.
  • Collaborate with various departments to understand their procurement needs and provide expert advice and solutions.
  • Manage vendor relationships and negotiations, ensuring favorable terms, pricing, and service levels.
  • Monitor supplier performance and contract compliance, implementing corrective measures when necessary.
  • Analyze procurement data and trends to identify opportunities for cost savings and process improvements.
  • Stay abreast of industry developments, regulations, and emerging technologies to drive innovation in procurement practices.
  • Serve as a liaison with key stakeholders, fostering collaboration and effective communication.
  • Participate in professional development activities to stay on top of current industry practices.
  • Provide training and technical assistance to customers/ internal team.
  • Research/develop specifications, scope of work/services, and contract documents.
  • Interpret and clarify contract provisions, procurement processes, and legal responsibilities to customers, contractors, and internal team.
  • Research/advise users on market trends, new goods and services, and alternative sources of procurement.
  • Lead in the development of complex, non-restrictive specifications for formal solicitations.
  • Work with internal and external customers and suppliers to resolve complex issues and problems.
  • Establish and maintain effective working relationships with schools, departments, management, and the public.
  • Keep the Director, Procurement Services, informed of critical issues within the Procurement and Contracting section and incidents about which he/she and the Board should be aware.
  • Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by the supervisor.
