About The Position

This position is detailed to the Mayor's Office of Operations. The New York City Mayor’s Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. The administration is leading the fight in making the city more affordable, reducing inequality, improving public safety, ensuring delivery of efficient and effective services, and working to make New York City’s economy stronger. The Mayor’s Office of Operations works to make New York City government more effective and efficient. The Office is responsible for managing and coordinating multiagency initiatives and using data to help the City make informed and equitable policy decisions and strategic, targeted investments. The Office coordinates citywide initiatives and assists agencies in improving service quality and in measuring performance to provide greater accountability. The Office of Operations is committed to achieving equity and creating an inclusive workplace. The Performance Management and Reporting Team (PMR) within Operations monitors, reports, and analyzes the performance of City agencies. The PMR Team provides guidance to agencies and staff on performance reporting and performance management, with a focus on improving public access and use of performance data. The PMR Team also collaborates with agencies to develop and improve goals and indicators to explain data trends and broaden the understanding of key metrics. In addition to producing semi-annual Mayor’s Management Reports (MMR) and the digital Dynamic MMR reporting platform, the Team conducts research on trends and best practices in data-driven performance management, engages agencies on targeted performance improvement projects, and compiles Local Law-mandated reports as assigned.

Requirements

  • Keen attention to detail, flexibility, and an enthusiastic work ethic.
  • Strong written and verbal communication skills with experience in delivering presentations to a variety of audiences.
  • Experience that demonstrates a proven record of providing analytical and/or technical assistance for complex, interdisciplinary projects involving multiple stakeholders.
  • Experience in performance reporting, process improvement methods, data collection, or data analysis in complex operational environments.
  • Experience with management or methods analysis, operations research, organizational research, or program evaluation.
  • An understanding of urban issues, especially New York City government and current city affairs/policies and New York City’s agency operations.
  • Experience with or interest in innovative approaches for improving government service delivery, including human-centered design practices, behavioral economics, customer journey mapping, Lean Six Sigma, and other methods.
  • Ability to think creatively, embrace new approaches and/or technologies for solving complex operational problems.
  • Advanced knowledge of Microsoft Excel, PowerPoint, and other MS Office applications.

Nice To Haves

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or;
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described above.
  • Minimum 3+ years in a supervisory capacity
  • Experience mediating among groups with competing perspectives and implementing projects that improve operational efficiency.

Responsibilities

  • Assist the Associate Director in the management of the City’s existing systems for evaluation and public reporting of information on the performance of agencies in service delivery, including the web-based Citywide Performance Reporting (CPR) system, the twice-yearly Mayor’s Management Report (MMR), the digital Dynamic MMR reporting platform, and other reporting as mandated by Executive Order and Local Laws.
  • Support the team in its collaboration with the wider Operations staff, the Office of Technology and Innovation, Deputy Mayor teams and other executive personnel at City Hall, and management analysis staff within 47 agencies to ensure regular data collection and public release of a wide range of 2,000 agency performance measures.
  • Ensure and document the reliability of statistical information.
  • Evaluate and identify issues related to the effective delivery of City services.
  • Continually revise and enhance the selection of agency performance indicators and set numeric targets.
  • Ensure timely and helpful distribution of critical information to senior City staff.
  • Maintain a high level of accuracy, transparency and accountability in public performance reporting.
  • Identify gaps in staffing and funding, and other contributing factors, that are impacting performance.
  • Proactively monitor agency performance through established reporting systems and protocols.
  • Provide direct support on select engagements and oversee special projects and analysis, including those both quantitative and qualitative in nature.
  • Drive the flow of timely, accurate, and relevant information needed for efficient decision-making and the achievement of initiative outcomes by improving the underlying systems used for public indicator reporting and management reporting, budgetary decision-making, issue escalation and triage, and project intervention.
  • Cultivate the toolkit of available resources that can be applied in the team’s engagements, including the identification and development of new technologies, templates, techniques and frameworks, as well as the development of staff skills.
  • Foster a culture of transparency, accountability, collaboration, and continuous learning within the team and advocate for such a culture among agency partners.
  • Review staff project portfolios and allocate resources in order to balance workloads, capitalize on staff expertise and capabilities, and maximize the team’s overall effectiveness.
  • Build and maintain relationships with key external stakeholders, including senior staff at City Hall, agency heads, and other senior leadership.
  • Supervise analysts and advisors with a focus on portfolio management, skill development, and professional coaching.
  • Provide oversight of members of the team, identify areas for improvement within the team, and lead capacity-building initiatives to improve team performance.
  • Support the growth of the team with the development of job descriptions, recruiting, interviewing, and onboarding new team members.
