About The Position

This position oversees HASCO property management functions for HASCO’s Fair Market and manufactured housing communities; administering third party property management and maintenance service contracts and coordinating activities with other departments in support of HASCO’s mission to expand housing opportunities that promote stability, strengthen community and provide affordability. The Assistant Director of Property Management is responsible for supervising assigned staff and providing back up supervision for other staff as needed. Provides clear and continual feedback to staff.

  • Valid Washington State Driver’s License and acceptable driving record at time of appointment and throughout employment are required in this position.
  • Eight years’ experience in property management, tax-credit housing management, social services or related field, including five years in a supervisory capacity.
  • Ability to communicate clearly and effectively, both verbally and in writing, with people from a variety of cultural, economic and ethnic backgrounds; individuals with disabilities hindering communication; and individuals lacking fluency in verbal or written English.
  • Exhibits diplomacy and effective listening skills when communicating with clients and staff members.
  • Utilizes proper grammar, spelling, punctuation and composition.
  • Strong computer skills especially Microsoft Excel, Outlook, SharePoint, Word, and Yardi.
  • Ability to work effectively with specialized software applications, perform thorough internet searches, accurately complete data entry logs and clearly transmit information through email.

Responsibilities

  • Develops and maintains a system of controls for analysis and evaluation of third party property management company performance and operating budgets.
  • Directs and oversees agency compliance, in partnership with third-party management companies, for various HUD programs and regulations, the Low-Income Housing Tax Credit program, and other compliance requirements required by local and State jurisdictions.
  • Develops and administers a program for assuring compliance with and uniform application of federal and local occupancy policies and procedures and Fair Housing laws within the Manufactured Home program.
  • Interprets and makes decisions on the application of these policies.
  • Supervises project audits.
  • Collaborates with the Development department to develop HASCO’s Capital Improvement Program.
  • Develops and implements planning, resident coordination, management improvements for the department, administrative staff planning, and physical work associated with capital improvement programs.
  • In partnership with the third-party management companies and Manufactured Home Program Manager, develops and prepares the annual operating budget for HASCO properties in their portfolio.
  • Analyzes and reviews budgetary and financial data.
  • Controls and authorizes expenditures in accordance with established limitations.
  • Follows, reads, interprets, and implements federal and state rules and regulations.
  • Holds supervisors and employees accountable for accident prevention and reporting in compliance with State Labor & Industries regulations and the agency’s Safety Program.
  • Ensures that all safety and health rules, standards, and procedures are observed.
  • Monitors and enforces the agency’s Safety Program, and actively supports and participates in the Emergency Preparedness program and tasks.
  • Plans and coordinates the work of staff, assigning work and special projects in areas of functional responsibility.
  • Completes employee evaluations of assigned staff annually and interim/introductory evaluations as required.
  • Assists employees in other departments by answering questions, locating information, and explaining procedures, policies and/or schedules.
  • Coordinates activities with other HASCO departments as appropriate.
  • Performs all duties of subordinate level employees as required.
  • Other assigned duties related to the general functions described above.
