About The Position

To assist the Director of Parks & Recreation in planning, coordinating, directing and evaluating a comprehensive program of park and recreation services, with particular responsibility for leading and overseeing management of the Department's major recreation facilities.

Requirements

  • Bachelor's Degree in parks and recreation, business administration, public administration, health, physical education or closely related field.
  • Five years of progressively responsible experience in recreation administration or public administration.
  • At least three years of supervisory experience.
  • One year of facility operations/oversight experience.
  • Valid Texas driver's license.

Nice To Haves

  • Certified Park and Recreation Professional, preferred.
  • Playground Safety Inspector; Irrigator; and/or Pesticide Applicator certifications, preferred.

Responsibilities

  • Leads the development of departmental priorities objectives, goals, and actively seeks out new processes and technologies to help improve departmental efficiency and effectiveness.
  • Fosters and promotes a workplace culture based on professionalism, collaboration, respect, and accountability.
  • Develops and implements projects and programs for the department and establishes broad priorities and work sequences.
  • Develops and provides monthly reports on the activities of the department.
  • Exercises sound judgment and takes responsible actions as a City representative during contact with the public, elected and appointed officials, developers, contractors, and other City employees.
  • Manages projects and programs as assigned by the Director.
  • Assists in the hiring, training, supervision, and evaluation of management staff and provides counseling and coaching to staff as needed; ensures compliance with all City policies and procedures.
  • Provides oversight in the development, management and monitoring of the departments operating budget.
  • Manages a variety of facilities and the maintenance of parks and municipal properties.
  • Recruits, interviews, hires and evaluates staff.
  • Promotes, organizes and stimulates good public relations within the community and special interest groups.
  • Tracks operating costs and performance data and provides level-of-service information for Director reports.
  • Manages and administers grant funds, as applicable.
  • Monitors and assures compliance with federal, state and local statutes and requirements pertaining to the operation and maintenance of the department's facilities and properties.
  • Monitors and evaluates the efficiency of service delivery methods/procedures and manages the implementation of operational improvements.
  • Manages applicable service contract specifications, bids, contractor performance and associated payments and represents the Director in such matters.
  • Represents the City and department at public meetings and staff conferences.
  • Responds to inquiries and complaints from officials and citizens.
  • Oversees professional staff in the general administration of parks operations and aquatics operations.
  • Provides input on new park construction and existing park rehabilitation and repair projects.
  • Assumes responsibilities of other supervisors in their absence or during emergencies.
  • Assumes the duties of the Director when requested.
  • Performs related work as assigned.
