About The Position

Under the general direction of the Director of Information Technology (IT) or their designee, this position provides oversight of the daily operations of the Information Technology Department, with a primary focus on computer services, client support, and departmental administrative functions. The role supports the Director of IT in developing, implementing, and interpreting policies and procedures related to Service Desk operations, network administration, systems administration, and the management of all software applications used across the agency. This position ensures the timely, effective, secure, and efficient delivery of IT services in alignment with organizational goals and operational requirements.

Requirements

  • A bachelor’s degree, with a major in computer science or business administration.
  • A minimum of four years’ experience managing complex IT networks and systems for a public housing agency.
  • OR A minimum of eight years of information technology management experience in an upper management position at an affordable housing agency who utilizes industry standard affordable housing business systems.
  • Must possess a valid California Class C driver’s license and an insurable driving record at time of hire.
  • Must possess or be able to acquire within 6 months of hire a certification in ITIL Foundation level or higher for IT Service Management and/or its equivalent.
  • Knowledge of principles and practices of information systems planning and development, including enterprise architecture, lifecycle management, and strategic alignment of IT systems with organizational goals.
  • Knowledge of data center operations and infrastructure management using the Information Technology Infrastructure Library (ITIL) framework or equivalent IT service management methodologies.
  • Knowledge of financial systems and software support, including core accounting workflows, financial reporting tools, and system configuration.
  • Knowledge of database technologies, including Microsoft SQL Server, SQL scripting, query optimization, and data integrity practices.
  • Knowledge of enterprise administrative systems, including Human Resources, Procurement, Payroll, Project Management tools, and Help Desk/Service Desk management platforms.
  • Knowledge of Public Housing Authority (PHA)–specific software systems, including applications for property management, compliance, inspections, finance, maintenance, and resident services.
  • Knowledge of data communications and network infrastructure, including VPN technologies, WAN/LAN architecture, firewalls, network switches, wireless systems, and network/server operating systems.
  • Knowledge of desktop, mobile, and cloud computing operating systems, including Microsoft Windows, Microsoft 365/Entra ID, virtualization platforms, and endpoint management tools.
  • Knowledge of budget preparation and administration, including cost estimation, forecasting, procurement practices, and contract/vendor management.
  • Knowledge of principles of supervision, training, and staff development, including performance management, mentoring, and workload distribution.
  • Ability to plan, organize, and manage daily operations of IT infrastructure, networking, cybersecurity, service desk, and enterprise systems.
  • Ability to interpret and apply ITIL practices, industry standards, regulatory requirements, and agency policies.
  • Ability to diagnose system performance issues and implement corrective measures that improve reliability, security, and efficiency.
  • Ability to develop and maintain disaster recovery, backup strategies, and business continuity plans.
  • Ability to lead, supervise, motivate, and evaluate a diverse technical team while fostering accountability and professional growth.
  • Ability to prioritize work in a fast-paced environment with competing deadlines and operational demands.
  • Ability to make sound, data-driven decisions and recommendations related to systems, policies, budgets, and technology investments.
  • Ability to ensure compliance with security policies, audit requirements, and relevant federal, state, and local regulations.
  • Ability to represent the IT department effectively in meetings, committees, cross-departmental initiatives, and executive-level discussions.
  • Ability to maintain confidentiality and safeguard sensitive data and systems in accordance with organizational and legal standards.

Responsibilities

  • Manages the development, implementation, installation, and operation of the Authority’s computer systems by coordinating computer services and support using industry-standard IT Service Management principles.
  • Oversee daily IT operations, including data center management, server administration, storage, virtualization, cloud services, network equipment, and endpoint management.
  • Ensures the reliable operation, monitoring, and maintenance of the Authority’s network, including firewalls, switches, wireless systems, VPN, remote access, and network segmentation.
  • Manages enterprise backup, recovery, and archival processes, ensuring data protection procedures are reliable, tested, documented, and aligned with business needs and audit standards.
  • Directs the IT Service Desk/Helpdesk to ensure timely incident resolution, effective request fulfillment, and adherence to best practices in incident, problem, and change management processes.
  • Consults with the Director of IT to analyze technology needs, determine system requirements, and establish the scope and priorities of IT projects.
  • Recommends and develops plans for systems development, modernization, infrastructure upgrades, and enterprise operations.
  • Recommends, develops, and manages enterprise hardware and software budgets to ensure efficient purchasing practices, vendor coordination, and staff training related to new technologies.
  • Manages the development, implementation, installation, and operations of complex IT services or projects using industry-standard infrastructure and operations methodologies.
  • Works with IT leadership to ensure the accurate and effective management of all IT documents and records, software licenses, subscriptions, certifications, and technology asset inventories.
  • Assists in the planning and administration of the Department budget.
  • Supervises, mentors, and evaluates staff performing ServiceDesk/Helpdesk, system administration, networking, security operations, and other infrastructure support functions.
  • Performs the work of the Director of Information Technology in his/her absence.
  • Performs other related work, as required.
