About The Position

The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs and services directed at specific eligibility and medical needs. DMS strives each day to meet the mission of the Cabinet for Health and Family Services to be a diverse and inclusive organization providing programs, services and supports that protect and promote the health and well-being of all Kentuckians and their communities. This position is located in Frankfort, KY and must come to the office three days per week. The Division of Long-Term Services and Supports (LTSS) is hiring for an Assistant Director II who will work in the division to oversee programs for Kentuckians who need ongoing support due to their age, a medical condition, or a disability. The division oversees Medicaid-funded long-term care programs, including home and community-based waivers, nursing facilities, home health and hospice, to ensure eligible individuals receive quality, person-centered support that promotes independence, dignity, and community integration. LTSS is responsible for policy development, regulatory compliance, provider oversight, care coordination, and collaboration with provider organizations and partners to improve access to effective and cost-efficient long- term care services while meeting state and federal Medicaid requirements. Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Five years of administrative or management experience, two of which must include direct supervision of personnel.
  • A master's degree will substitute for one year of the required experience.
  • Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.

Responsibilities

  • Assist in the administration and oversight of Medicaid Long-Term Services and Supports (LTSS) programs and operations
  • Support development and implementation of policies, procedures, and program initiatives to ensure compliance with state and federal Medicaid regulations
  • Provide leadership and guidance to management staff, program teams, and cross-functional workgroups
  • Monitor program performance, quality metrics, and operational outcomes to identify areas for improvement
  • Assist with strategic planning, program development, and implementation of long-term care initiatives and home and community-based services (HCBS) programs
  • Oversee contract management, provider relations, and compliance activities to ensure accountability and quality standards are maintained
  • Support preparation of reports, audits, legislative responses, and presentations for executive leadership and external stakeholders
  • Participate in development and monitoring of program budgets, expenditures, and resource allocation
  • Ensure person-centered practices and equitable access to services for Medicaid members receiving long- term supports and services
  • Analyze data, trends, and regulatory changes to support operational decisions and policy recommendations
  • Represent the division in meetings, committees, and stakeholder engagements as assigned by executive leadership
