Responsibilities: In this role, the Asst. Director of Safety provides leadership, support and assistance for health and safety programs and projects. The focus is on well-defined, routine projects and tasks that require a basic understanding of regulatory and technical issues and basic problem solving and conflict resolution skills. You plan, organize, and control functions and activities under the scope of this job description. Oversee all activities related to a safe environment for patients and visitors. and staff. Manages and supervises the development, implementation, and evaluation of Hospital-wide safety programs to ensure a secure environment for the hospital community on a 24-hour basis. This position is responsible for implementing and monitoring safety and emergency management programs and initiatives for New Bridge Medical Center facilities across a wide geographic area. Attend pre-construction meetings to assess the life safety deficiencies that could occur during construction, renovation or other projects Determine the interim life safety measures that will be implemented during construction (e.g.: conduct additional fire drills, train staff in life safety deficiencies in their area caused by the construction project, etc. Perform periodic construction site inspections and report finding to project all during construction projects. Creating a monthly report to trend unsafe trends observed during the periodic construction site inspections. Works with inspectors from various environmental agencies (e.g.: COUNTY, DOH, EPA, DOT, OSHA, CMS, and The Joint Commission) Participates as a member of the hospital’s Environment of Care Tour team Inspects all hospital facilities to identify issues pertaining to general safety, ligature, security, hazardous materials and waste management, infection control, patient safety, medical equipment, and utility systems. Generate reports and present them to the Director of Safety/Security for review during Environment of Care/Safety Committee for discussions and observations. Conducts, critiques, and performs assessments of Fire Drills Trains employees, contractors regarding Life Safety and EOC Policies, OSHA, and EPA. Maintains the Tier 2 Hazardous Communication requirements for the NJDOH and Paramus FD Develops and maintains asbestos program and Indoor Air Quality program including training and all reports, record keeping, follow up and filing. Assists Safety/Security Director when needed Maintain the Process Safety Management of Highly Hazardous Chemicals standard (PSM) identifies risks involved with storage, handling/processing of highly hazardous materials. OSHA Standard Conduct Investigations and Follow Up regarding all employee incidents and analysis and make recommendations for corrective action and keep all records current. Conduct inspections and create an inventory of all safety equipment and develop and maintain a PPE Program i.e. eye, ear, head protection respirators etc. Monitors container labels (NFPA compliant). Develop/maintain a Safety Data Sheet Monitor the proper storage of cylinders and compressed gas chambers. Maintain requirements for flammable storage rooms (Alcohol room) etc. Will maintain all requirements for developing/maintaining chemical, biological, radioactive, flammable waste programs/includes disposal manifests etc. Maintain for review with Paramus fire department, Fire Drills, etc. Assists Safety/Security Director when needed. Required to respond to fires and emergencies and carry cellphone and be on call 24hrs for emergencies. Emergency Management Duties and Responsibilities: Direct and plan the development, implementation, and oversight of emergency preparedness initiatives and programs for NBMC that increase the ability of hospital operations to remain effective regardless of disruptions caused by internal or external emergencies Responsible for developing and maintaining comprehensive and operational emergency operations plans (EOP) Develop and maintain effective working relationships with all hospital service lines and departments Annually update the hospital’s hazard vulnerability analysis (HVA) to prioritize activities in the all-hazards emergency management program via strategic plan goals. Conduct research and analysis of guidance and policies to assist in emergency management activities Guide the hospital in completing emergency preparedness grant deliverables and take the role of Emergency Preparedness Coordinator unless directed otherwise. Support the Hospital Incident Command Team by providing intelligence and recommendations before, during, and after real events Provide on-call administrative and leadership support to Hospital Incident Management Team Members Organizational/Managerial Skills: Lead the department’s performance improvement activities Serve as the co-chairperson of the hospital's Emergency Management Committee Serve as the Emergency Management representative on the Hospital’s Environment of Care Committee/Safety Committee. Ensure compliance with all applicable governmental and accrediting agency emergency management regulations, codes, and standards Participating in other working groups and committees (Identify problem areas within hospital operations and develop plans for corrective action, implementation and follow-up to ensure the resiliency of operations during disasters Maintain relevant documentation including up-to-date plans as well as meeting agendas, rosters, and minutes from meetings to always ensure accreditation survey readiness Maintain up-to-date documentation for emergency contacts among Emergency Management team members and external agencies Coordinate the readiness of primary and alternate hospital command centers inclusive of plans and equipment Assist in the preparation of annual Emergency Management budget proposals with the Director of Safety/Security for review by hospital administration Manage the disaster assessment and reimbursement process following disasters Oversee the procurement, management, and routine inventory of the hospital’s emergency supplies and Command Center needs. Complete documented Environment of Care rounds as indicated and appropriate Responsible for leading training and emergency exercises as directed by hospital leadership and/or the priorities outlined in the hazard vulnerability analysis Organize emergency response training programs and exercises for Hospital Incident Management Team members, business hours and non-business hours staff, volunteers, and external responders Train, upon request or as needed, hospital staff to the emergency management program Evaluate planned exercises and real emergencies by producing an After-Action Report / Improvement Plan for each significant event to identify strengths and areas for improvement Evaluate and monitor emergency management corrective actions through performance indicators and other metrics Communication/Relationships: Serve as the Emergency Preparedness Coordinator with the Director of Safety/Security for the hospital and ensure that all local/regional responsibilities are coordinated among key partners during preparedness initiatives and/or emergency responses Serve as a point of contact for the hospital for Emergency Management functions and responsibilities. Serve as the hospital point of contact for NBMC providing information for planning and response activities. Displays courtesy, tact, and patience during interactions with all members of the hospital staff and extended community (SDS) Programs Other Duties: Performs other duties as assigned to support the overall objectives of the department and organization
