About The Position

Under general direction of Director, performs professional work of considerable difficulty assisting in planning, organizing, developing, and coordinating complex administrative services within the Development Services Department.

Requirements

  • Bachelor’s Degree in Public Administration or closely related field.
  • A minimum of five (5) years of progressively responsible experience in public administration, to include a minimum of three (3) years in a supervisory capacity.
  • An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.
  • Must possess a valid Arizona driver’s license.
  • Knowledge of principles and practices of community, urban, regional, current, and long-range planning.
  • Knowledge of public administration.
  • Knowledge of community resources and public relations.
  • Knowledge of economics and government finance.
  • Knowledge of environmental, Building Safety, Land Use and Floodplain principles, practices, and related rules and regulations.
  • Knowledge of business English, spelling, grammar, punctuation, and composition.
  • Knowledge of clerical office practices and procedures.
  • Knowledge of research techniques and report writing.
  • Knowledge of current Microsoft Office software.
  • Knowledge of filing and recordkeeping.
  • Skill in public speaking and presentation.
  • Skill in communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
  • Skill in establishing and maintaining effective working relationships with employees, other agencies, and the public.
  • Skill in organization and adherence to detail.
  • Ability to conceive, initiate, develop, and implement modern programs.
  • Ability to communicate persuasively in written and oral form and to address groups and governmental bodies.
  • Ability to remain current in knowledge required to perform assigned duties.
  • Ability to keep management informed of key operating issues affecting the department.
  • Ability to effectively plan, organize, and supervise the work of others.
  • Ability to work independently on complex projects with minimal supervision.

Responsibilities

  • Plans, organizes, and assists in directing the activities of professional, technical, and clerical personnel in the compilation, analysis, and interpretation of data used in planning, addressing, land use (zoning), water and wastewater, building safety, and floodplains.
  • Coordinates departmental activities with other departments, local and state jurisdictions, and Federal agencies.
  • Organizes assigns and monitors the preparation and presentation of complex studies and reports; makes oral and written presentations to the Board of Supervisors, Planning and Zoning Commission, various committees, boards, and commissions.
  • Evaluates employees' work performance and makes staff recommendations; interprets departmental policy for department personnel in conjunction with the Department Director.
  • Performs other job-related duties as assigned.
