About The Position

The Los Angeles County Office of Education (LACOE) is seeking experienced individuals with a background in school district fiscal management to apply for the position of Assistant Director, Business Advisory Services. The Division of Business Advisory Services (BAS) provides a full range of financial management and consulting services to our clients, which include: K-12 school districts, community college districts, and other local educational agencies (Joint Powers Authorities (JPAs) and Regional Occupational Programs (ROPs)) within the Los Angeles County. The Assistant Director of BAS will plan, direct, organize, coordinate and supervise the mandated and discretionary financial management and business services to school and community college districts and other local education agencies (LEAs) within Los Angeles County. BAS is also responsible for statutory monitoring of school district solvency and execution of mandated functions for school district organization, school elections, and unemployment insurance services.

Requirements

  • A bachelor's degree in accounting, business administration, public administration, or other fields closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council of Higher Education Accreditation.
  • Five years of experience in finance, business, and administration, involving the development, analysis, and recommendation of program budgets and services.
  • Three years of management experience supervising professional-level staff in the areas of finance, business, and administration.
  • A valid California driver's license and the availability of private transportation or the ability to provide transportation between job sites is required.
  • Business and financial management, accounting, budget development and analysis, and management information systems.
  • Public school finance, including school district accounting, auditing, budgeting and revenue determination.
  • Organizational and budgeting structures of school districts.
  • State Education Code, Revenue and Taxation Code, Election Code, and other statutes, codes, rules, and regulations pertaining to school finance and revenue determination.
  • Capabilities and applications of electronic data processing relative to assigned areas of responsibility.
  • Fundamental employment laws, codes, and regulations including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements.

Responsibilities
