About The Position

Sieda Community Action is seeking a capable, detail-oriented, and mission-driven professional to serve as Assistant Director of Behavioral Health and Treatment Services (BHTS) . This is a key leadership role for someone who thrives at the intersection of operations, compliance, grants, and service delivery, and who wants to strengthen behavioral health and substance use services that genuinely support people and communities. Reporting to the Director of Behavioral Health and Treatment Services, the Assistant Director functions as a deputy and operational leader for the Unit. This role provides day-to-day administrative leadership, serves as the primary grant writing and grant reporting lead, and ensures continuity of operations, regulatory compliance, and program integrity. The Assistant Director also serves as Acting Director in the Director’s absence. This position is ideal for a behavioral health professional who brings strong organizational discipline, grant expertise, and a steady leadership presence to complex, compliance-heavy environments. The Assistant Director of Behavioral Health and Treatment Services (BHTS) serves as a key operational and administrative leader supporting Sieda’s behavioral health, substance use treatment, and prevention services. Reporting to the Unit Director, this position provides day-to-day leadership for administrative functions, serves as the primary grant writer and grant reporting lead for the Unit, and ensures continuity of operations, compliance, and program integrity. The Assistant Director functions as a deputy to the Unit Director and serves as Acting Director in the Director’s absence. This role provides direct supervision to clerical and administrative staff, supports clinical service delivery, and ensures compliance with grant, accreditation, and licensure requirements. The Assistant Director may carry a limited substance use disorder (SUD) treatment caseload consistent with licensure and program needs.

Requirements

  • Bachelor’s degree in a human-services-related field.
  • Certification as an Alcohol and Drug Counselor (IADC or CADC), with ability to maintain certification.
  • Minimum of three years of experience in behavioral health and or substance use treatment services.
  • Requires International Alcohol and Drug Certification (IADC) or Certified Drug and Alcohol Counselor (CADC) and ongoing training to maintain certification.
  • Travel within and outside the service area is required; valid driver’s license and proof of automobile insurance are required for mileage reimbursement.
  • This position is a mandatory reporter of child abuse and requires valid certification.
  • Moderate computer proficiency, including the ability to use program software applications with minimal training and perform basic troubleshooting.

Responsibilities

  • Provide operational and administrative leadership for Sieda’s behavioral health, substance use treatment, and prevention programs.
  • Serve as the primary grant writer for BHTS programs, including identifying funding opportunities, preparing applications, and coordinating required documentation.
  • Lead grant management and reporting, ensuring accurate, timely, and compliant programmatic and fiscal submissions to funders.
  • Track grant deliverables, performance measures, compliance requirements, and deadlines, and communicate expectations clearly to staff.
  • Collaborate with the BHTS Director and Fiscal team to monitor budgets, expenditures, and allowable costs.
  • Support service planning and program development for substance use disorder treatment, prevention, rehabilitation, and mental health services.
  • Assist with compliance monitoring related to CARF accreditation, Iowa HHS licensure, and mental health regulatory requirements.
  • Supervise and support clerical and administrative staff, fostering accountability, consistency, and professional growth.
  • Support intake, assessment, scheduling, documentation, and evaluation processes to help ensure timely access to quality services.
  • Monitor service access, productivity, outcomes, and adherence to standards in collaboration with clinical leadership.
  • Carry a limited substance use disorder treatment caseload as appropriate to licensure and program needs.
  • Coordinate training tracking and certification requirements for BHTS staff.
  • Support billing and reimbursement processes in collaboration with fiscal and administrative teams.
  • Represent Sieda BHTS with funders, community partners, referral sources, and regulatory agencies.
  • Serve as Acting Director during the BHTS Director’s absence, providing leadership continuity and operational decision-making.
  • Support the overall leadership and management of the Behavioral Health and Treatment Services Unit, serving as a key operational partner to the Unit Director.
  • Maintain primary responsibility for grant management and reporting, ensuring accurate, timely, and compliant submission of all required programmatic and fiscal reports to funders.
  • Assist with the development, implementation, and periodic revision of short- and long-term service plans for the catchment area, with emphasis on substance use disorder treatment, prevention, rehabilitation, and mental health services.
  • Support compliance with CARF International standards, Iowa Department of Health and Human Services licensure requirements, and Chapter 24 mental health licensure through internal monitoring, documentation review, and quality improvement activities.
  • Assist with oversight of intake, assessment, scheduling, documentation, and evaluation processes to promote timely access to services and consistent quality of care.
  • Participate in monitoring clinical service delivery, including access to services, productivity, outcomes, and adherence to standards.
  • Ensure persons served receive timely, professional, individualized, and rights-respecting services; report potential violations of client rights, agency policy, or state and federal regulations to the Unit Director and appropriate authorities as required.
  • Assist with hiring, onboarding, training, and performance improvement processes for assigned staff.
  • Support development, coordination, and tracking of the Unit training plan, including required certifications and continuing education.
  • Maintain accurate and current written descriptions of Behavioral Health and Treatment Services programs to ensure alignment with approved grant applications and program designs.
  • Coordinate and maintain effective relationships with community partners, referral sources, and funders.
  • Provide leadership coverage or crisis response during staff absences or emergencies as needed.
  • Perform other related duties as necessary to support effective Unit and organizational operations, as directed by the Unit Director.
