About The Position

The Assistant Deputy Commissioner for Unemployment Insurance (ADC‑UI) provides executive leadership for Virginia’s Unemployment Insurance (UI) program, one of the Commonwealth’s most critical public service offerings supporting workers during periods of job loss. Serving as a key member of the VEC leadership team, the ADC‑UI oversees day‑to‑day UI operations and provides strategic direction, governance, and performance oversight across claims administration, employer tax operations, wage reporting, benefits payment, adjudication and appeals, customer service, communications, policy development, federal conformity, and technology modernization. The ADC‑UI ensures program performance aligned with USDOL standards, including timeliness, quality, payment accuracy, tax operations, program integrity, and audit responsiveness. The role maintains stewardship of the UI Trust Fund in partnership with finance and actuarial experts and ensures separation of duties and compliance with federal and state requirements. The ADC‑UI supervises an existing leadership team and fosters a culture rooted in service, accountability, transparency, innovation, and equity.

Requirements

  • Extensive leadership experience in large public-facing benefit or insurance programs.
  • Extensive knowledge of state laws, federal guidance, financing, trust fund management, and operations.
  • Demonstrated ability to lead and develop managers, design policies, manage systems, and improve operational effectiveness.
  • Strong financial analysis skills including forecasting, budgeting, procurement oversight, and audit compliance.
  • Understanding of complex benefits/tax systems, technology modernization, digital service delivery, and data analytics.
  • Exceptional communication skills, including legislative, federal, and stakeholder engagement.
  • Experience preparing reports and presentations and responding to high-visibility inquiries.
  • Progressively responsible experience in a similar program.
  • Must complete Statement of Economic Interest forms and training.
  • Some statewide travel may be required therefore a valid Driver's License is required.

Nice To Haves

  • Experience with the implementation of state and federal regulations, policies, and procedures.
  • Leadership experience in UI or similar social-insurance programs.
  • Experience managing grant opportunities.
  • Experience serving as an agency technical expert and on task forces and committees.
