About The Position

Under general supervision, recommends and implements assigned programs and projects to inform and educate the public, professional and commercial groups and government agencies about efficient water use and conservation; and performs related duties as assigned. The ideal candidate will have a full understanding of Conservation practices and techniques including knowledge of landscaping, irrigation design and commercial/industrial efficiency measures. Position requires the ability to evaluate statistical data, with precision, applicable to conservation programs, analyze issues and challenges and make sound independent judgment within established guidelines. Also, possess ability to communicate clearly and effectively, orally and in writing, prepare clear, concise and accurate reports, correspondence, analytical studies and other written materials. Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The successful candidate may be required to pass a job-related physical evaluation.

Requirements

  • Full understanding of Conservation practices and techniques including knowledge of landscaping, irrigation design and commercial/industrial efficiency measures.

  • Knowledge of water conservation methods and techniques, including accepted industry practices for conducting water audits.
  • Knowledge of principles, practices, techniques and products used by other agencies in water conservation programs.
  • Knowledge of residential and commercial consumption patterns, interior plumbing fixtures, irrigation systems and basic landscaping techniques.
  • Knowledge of basic statistical analysis and modeling techniques and supporting computer software packages.
  • Knowledge of principles and practices of business communication.
  • Ability to assemble and interpret statistics applicable to water conservation programs.
  • Ability to analyze issues and problems, develop alternatives and make sound, appropriate recommendations.
  • Ability to exercise sound independent judgment within established guidelines.
  • Ability to operate a computer and word processing, spreadsheet and graphics software in developing statistical analyses and preparing presentation materials.
  • Ability to communicate clearly and effectively, orally and in writing.
  • Ability to represent the District effectively in meetings.
  • Ability to understand and follow written and oral instructions.
  • Ability to prepare clear, concise and accurate reports, correspondence, analytical studies and other written materials.
  • Ability to understand, interpret, explain and apply District and local laws, regulations and programs applicable to water conservation and water waste requirements.
  • Ability to exercise tact and diplomacy in dealing with sensitive customer issues and situations.
  • Ability to maintain effective working relationships with those encountered in the course of the work.
  • Graduation from a four-year college or university with a bachelor’s degree in business or public administration, earth or plant sciences, marketing, journalism or a related field; or an equivalent combination of training and experience.
  • A valid Nevada driver’s license and ability to maintain insurability under the District’s Vehicle Insurance Policy.
  • Regularly required to sit; talk and hear, both in person and by telephone; use hands to finger, handle or feel standard office equipment; and reach with hands or arms.
  • Frequently required to stand and walk; stoop, kneel, bend or crouch; and lift up to 10 pounds.
  • Specific vision abilities required by this class include close vision, distance vision, use of eyes, depth perception, and ability to adjust focus and distinguish basic colors and shades.
  • Regularly required to use oral and written communication; read documents or instructions; analyze and solve problems; interpret data or information; observe people and situations; use math/mathematical reasoning; learn and apply new information or skills; perform highly detailed work under changing, intensive deadlines; perform multiple, concurrent tasks with constant interruptions; interact with customers/individuals, some of whom may be dissatisfied and/or abusive.
