Assistant Commissioner, Program Performance & Accountability
About The Position
With an overarching mission to eliminate ageism and ensure the dignity and quality of life of approximately 1.8 million older New Yorkers, the NYC Department for the Aging is deeply committed to helping older adults age in their homes and creating a community-care approach that reflects a model age-inclusive city. The Division of Program operates a range of programs and services to ensure that older adults age in the communities they call home - from Older Adult Centers, Home-delivered meals programs and elder justice programs, to case management, home care, eviction prevention, workforce development and mental health counseling. Reporting to the Chief Program Officer, the Assistant Commissioner - Program Performance and Accountability will strengthen a culture of effectiveness, transparency and innovation with internal program leaders, and build the capacity of external frontline workers, their supervisors and human services organizations to deliver quality services for older adults.
Requirements
- Graduation from an accredited college with a baccalaureate degree and five (5) years of full-time, professional experience in social services, community relations, public administration or management, of which at least one and one-half years must have been in an administrative or managerial capacity; or
- Education and experience equivalent to "1" above. However, all candidates must have one and one-half years of experience in an administrative or managerial capacity.
Responsibilities
- Recruit, hire, onboard, supervise, coach and mentor staff, interns and volunteers to successfully achieve expected performance levels and standards.
- Oversee teams and/or consultants responsible for training, coaching, and hosting peer learning events and convenings.
- Develop or lead comprehensive revision of resource materials and guidance documentation used by program staff and human services providers.
- Use performance data, stakeholder feedback, evaluation reports and field research to plan and guide program (re)design.
- Launch, lead and/or manage projects to address service gaps and emerging performance issues in partnership with leaders of program bureaus.
- Ensure fidelity of site visits, assessments, and review of records, cases and budgets.
- Streamline and standardize oversight practices through ongoing updates to policies, procedures, and monitoring tools/systems used by program officers and human services organizations.
- Evaluate and evolve capacity building services.
- Build effective partnerships with NYC Aging teams responsible for enterprise quality, planning, research, data, compliance and information technology.
- Lead and/or participate in special initiatives that advance the agency's mission.
