About The Position

The Assistant Commissioner for Intergovernmental & Community Affairs provides overall direction regarding governmental issues and legislation impacting the agency’s operations, policies, and initiatives. The candidate will advise the Commissioner’s office on all key intergovernmental, community, and legislative initiatives, and collaborate with the Borough Commissioners and other Senior Executive Staff regarding community outreach and political strategy. They will oversee the unit, including the direct management of two directors.

Requirements

  • Bachelor's degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative or executive capacity or supervising personnel performing activities related to the duties of the position.
  • A combination of education and/or experience equivalent to the above.
  • Must have 18 months of administrative, managerial, executive, consultative or supervisory experience.

Responsibilities

  • Support the Commissioner’s office in all efforts pertaining to Elected Officials at the local, state, and federal level.
  • Respond to concerns, provide details on specific projects, site visits, and detailed implementation discussions on new initiatives.
  • Lead DOT’s efforts on legislative programs, working closely with the Chief Strategy Officer (CSO), the Mayor's Office of Legislative Affairs and other city agencies to establish and advance our legislative agenda.
  • Manage a team of staff who analyze, respond, and negotiate the language of proposed state and city legislation affecting the Department.
  • Oversee the drafting and preparation for the Commissioner's testimony, and support in the delivery of the testimony before the City Council and the New York State Legislature.
  • Assist the Commissioner in advancing the Mayor’s transportation agenda, including visiting with lawmakers in Albany and Washington DC.
  • Support building a positive organizational culture that values transparency, accountability, equity, creativity, and public service excellence.
  • Ensure the timely and accurate delivery of information to the CSO, Commissioner, City Hall, and external stakeholders on critical intergovernmental affairs and community challenges.
