The New York City Police Department (NYPD) Information Technology Bureau, Fiscal Affairs Division, manages a significant budget portfolio ($250M Expense, $400M Capital, and Grant) to fund daily operations and strategic technology investments. The Assistant Commissioner of Fiscal Affairs, reporting to the Deputy Commissioner and Chief Information Officer, is the senior executive responsible for the financial strategy, capital planning, operating budget, procurement oversight, and fiscal governance of the Information Technology Bureau. This role involves developing and executing financial strategies to support enterprise technology initiatives for the NYPD. The position oversees the entire financial lifecycle of technology investments, including operating and capital budgets, funding requests, procurement planning, vendor financial management, grant opportunities, budget reconciliation, and long-range financial planning. The Assistant Commissioner acts as the CIO's primary advisor on fiscal policy, technology investment strategy, and budgetary risk, ensuring alignment with departmental objectives, regulatory requirements, and the Bureau's modernization strategy. This role requires collaboration with executive leadership, the Deputy Commissioner of Management and Budget, OTI, and other oversight agencies to represent the Bureau on complex financial, contractual, and strategic funding matters related to critical technology initiatives.
