Energy Management serves as the hub for energy efficiency and emissions reduction throughout NYC government operations, supporting our agency partners progress towards the City's major emissions reduction and energy objectives. The Energy Management team concentrates their efforts in six areas: the City's energy supply, clean energy generation, demand response & load management, energy efficient operations & maintenance, energy efficiency retrofit projects, and energy training & innovation.

Requirements

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising personnel performing activities related to the duties of the position
  • Education and/or experience equivalent to the above
  • All candidates must have the 18 months of administrative, managerial, executive or supervisory experience described above.

Responsibilities

  • Overseeing the City’s utility energy budget (“HLP Budget”) and billing, including annual budget development and monitoring; timely processing and review of monthly utility bills; payment compliance with fiscal and comptroller accounting requirements; monitoring of utility account record-keeping processes; DEM-side reporting database design and maintenance; and planning for new and emerging requirements, as well as the provision of input on regulatory, tariff, and utility billing matters.
  • Overseeing the management of the City’s utility accounts, including agency requests to open, close, and transfer accounts as facilities are constructed, de-commissioned, or otherwise subject to changes. Managing revenue accounts for entities that lease space from the City and for which the City pays the energy bills up front. Setting the strategy for meter upgrades associated with accounts and improving customer service.
  • Overseeing data analysis and reporting and having full command of the data generated within the unit, so they can direct analyses and make recommendations to the Deputy Commissioner and others.
  • Managing a large multi-year citywide contract for electricity with the New York Power Authority, as well as contracts with other entities for utility service. Participating in periodic contract renewal processes in collaboration with other City entities. Managing decisions about future commodity purchases, working with City procurement offices where necessary.
  • Managing the city’s energy billing technology systems. Overseeing modernization efforts and routine maintenance of the Energy Cost, Control, and Conservation (EC3) system. Ensuring accurate and high-quality data flow from EC3 to related systems managed by DEM.
  • Providing subject matter expertise and strategic advice to the city’s participation in energy rate case proceedings.
  • Overseeing large programs that have emerged from tariff and other requirements. Supervising staff running the City’s electric and gas Demand Response programs, interruptible gas program, and real-time metering and monitoring program. Leading strategic planning for the programs; identifying opportunities, risks, and threats; and positioning the programs to effectively respond to changing policy and fiscal conditions.
  • Supervising a team of about 20 staff. Setting and holding staff accountable for performance expectations; identifying and taking action to address staffing gaps, including preparing required new needs requests and justifications; and leading professional development activities for staff.
  • Understanding and helping connect the work of different units within DEM. Proactively identifying and implementing new ways to meet program and reporting needs across DEM.
