About The Position

The Real Estate Services (RES) division of DCAS supports the operations of the government of the City of New York by providing services for the City’s real estate needs. RES is responsible for the space planning and management of 37 million square feet, Citywide acquisitions (lease or purchase), sales and other dispositions of City-owned real estate, architectural design and project management, zoning and land use analyses, disposition of 15,000 City-owned lots, property valuation, and financial analysis of real estate transactions. The Design & Project Management (D&PM) Unit is tasked with delivering comprehensive project management and design expertise to DCAS and NYC client agencies to fulfill their operational and space needs in support of their services to the public. Reflective of that mission, D&PM is responsible for providing Project Management Services for the renovation of leased and city owned space including programming, preliminary design, scope of work development, cost estimating, furniture and equipment specifications, procurement coordination, space measurement verification and construction administration, among others. D&PM serves client agencies as facilitator in translating their operational needs into space needs that support their specific missions and their workforce. RES seeks an Assistant Commissioner for Design & Project Management to oversee the complex, vast portfolio of design and construction projects, totaling over $400 million dollars in value.

Requirements

  • A valid New York State Registration as an Architect is required.
  • Six (6) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.

Responsibilities

  • Oversee a team of approximately fifty dedicated design and project management staff, including architects, construction project managers, cost estimators, engineers, and A/V technology specialists, all dedicated to the design & build-out of leased space.
  • Oversee the preparation and maintenance of the capital and expense budgets for projects under the unit’s purview.
  • Provide oversight on the coordination of construction, renovations, and relocations for various city agencies, including the planning, coordination, and development of said projects.
  • Intra-agency coordination for project related services such as Mayor’s Office for People with Disabilities, Department of Buildings, Department of Sanitation, Department of Design and Construction, NYPD, etc.
  • Intra-agency coordination for space allocation.
  • Management and planning of unit’s staffing needs to fulfill assignments and current/future DCAS initiatives.
  • Oversee the compliance with the DCAS Space Guidelines throughout the various projects being handled by the unit.
  • Coordinate critical components of complex projects among the various stakeholders including landlords, DCAS and other City agencies.
  • Represent DCAS in business negotiations with private landlords, contractors and other counterparties.
  • Oversee financial transactions and payments related to job duties.
  • Work with Senior Staff to ensure that excellent customer relations are maintained.
  • Institute best practices for program management, as well as customer service benchmarking and improvement.
  • Serve as the construction lead for all Space Modernization efforts in leased space.
  • Highlight for the Deputy Commissioner and other high-level stakeholders any anticipated areas of risk on a given key project, as well as presenting possible solutions for management in a preemptive fashion.
  • Provide support on special initiatives to high-level stakeholders to facilitate the coordination and communication among various entities, i.e., City Hall, the Mayor’s Office of Management and Budget, the DCAS Commissioner’s Office, etc.
  • Provide representation on behalf of the Deputy Commissioner, when necessary.
