About The Position

Under close supervision, performs professional civil engineering and project management work of moderate complexity. Performs a variety of engineering tasks involving public works improvement projects. Prepares designs and specifications for assigned projects. Collaborates and confers with developers, contractors, other engineers and the general public. This is the entry level in the Professional Engineering job series. An Assistant Civil Engineer is required to register as an Engineer in Training (E.I.T.) within one (1) year of appointment.

Requirements

  • Possession of a Bachelor’s degree in Civil Engineering or a related field.
  • Must possess a valid California Class C Driver’s License.
  • Registration as an Engineer in Training (E.I.T.) by the California Board of Professional Engineers and Land Surveyors is required within one (1) year of appointment.
  • Knowledge of City organization, operations, policies and procedures.
  • Knowledge of City Code, City Ordinances and Standard Operating Manual.
  • Knowledge of Principles and practices of civil engineering.
  • Knowledge of Principles and practices of construction, maintenance, repair and safety practices, including vehicle related maintenance.
  • Knowledge of State and federal construction administration codes and regulations, Cal OSHA regulations and Davis-Bacon regulations.
  • Knowledge of Project and contract management and cost estimation.
  • Knowledge of Organizational and management practices applicable to the analysis and evaluation of programs, policies and operational needs.
  • Knowledge of Principles and practices of organization, administration and personnel management.
  • Skill in Developing and administering project budgets and monitoring expenditures.
  • Skill in Operating a personal computer utilizing standard and specialized software.
  • Skill in Establishing and maintaining effective working relationships with co-workers and the public.
  • Skill in Effective verbal and written communication.
  • Skill in Establishing and maintaining effective working relationships with staff, City departments, elected officials, regulatory agencies, contractors, community groups, local businesses, and the general public.

Responsibilities

  • Assists in reviewing development projects, including plans, maps and supporting documents.
  • Conducts engineering studies on assigned projects; performs engineering cost analyses; prepares and/or reviews the adequacy and accuracy of computations, preliminary layouts and design work from field and survey data.
  • Assists at the front counter; conducts plan reviews, including grading, street, sewer, and storm drain projects; reviews applications and submittments; recommends modifications or approvals.
  • Processes tract maps, parcel maps, abandonments, quit claims, lot line adjustments, lot merges, soil reports and related documents; ensures compliance with conditions of approval; prepares reports for finalizing documents; collects bonds, fees and deposits.
  • Collaborates and confers with developers, engineers, architects and contracts; provides information on City policies and procedures related to engineering.
  • Attends and participates in professional group meetings; stay abreast of trends and innovations in civil engineering.
  • Conducts field inspections; ensures compliance with specifications.
  • Performs related duties and responsibilities as assigned.
