About The Position

The Division of Traffic Operations is seeking a skilled and dedicated Assistant Civil Engineer to join our Signals Timing & Intersection Control Unit. This role performs engineering work related to the planning, design, analysis, and implementation of projects within the Bus Action Streets Plan. The work involves technical support for bus priority street improvements, including geometric design, traffic engineering analysis, field inspections, and preparation of engineering documents. The employee assists in ensuring compliance with NYC DOT standards, applicable codes, and safety requirements. Transit Development (TD) is responsible for developing public transit-supportive street infrastructure and policies to improve mobility for all New Yorkers. The unit manages the bus-related components of the NYC Streets Plan, including the Better Buses and transit policy initiatives, and develops location-specific projects to enhance the quality and safety of bus operations and improve pedestrian access to transit. TD also serves as a resource to the agency on public transit-related matters, including acting as one of the key points of contact with the Metropolitan Transportation Authority (MTA). The Department of Transportation’s (DOT) mission is to provide for the safe, efficient, and environmentally responsible movement of people and goods in the City of New York and to maintain and enhance the transportation infrastructure crucial to the economic vitality and quality of life of our primary customers, City residents.

Requirements

  • Serving permanently in the title of Assistant Civil Engineer or must have filed for the Open Competitive Assistant Civil Engineer Exam #7006.
  • A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or
  • A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.

Nice To Haves

  • Familiarity with bus priority projects, transit operations, or curbside management.
  • Experience with Complete Streets, Vision Zero, or NYC Street Design Guidelines.
  • Knowledge of signal timing, traffic modeling tools, or multimodal design standards.
  • Possess a driver's license valid in the state of New York with no restrictions.

Responsibilities

  • Assist in developing geometric layouts, bus lanes, curbside regulations, intersection treatments, and transit priority street configurations.
  • Conduct traffic studies, bus speed assessments, turning movement counts, and safety analyses to support design decisions.
  • Prepare CAD drawings, concept plans, signing/striping layouts, and technical exhibits for internal review and external partners.
  • Document existing conditions, verify measurements, assess constraints, and support feasibility evaluations for proposed bus priority treatments.
  • Support analysis and implementation of Transit Signal Priority (TSP), queue jumps, and signal timing adjustments.
  • Collaborate with planners, operations teams, borough engineers, MTA staff, utilities, and community stakeholders.
  • Assist with shop drawing review, field checks, punch lists, and verification of installed bus priority elements.
  • Maintain GIS layers, project databases, and engineering records related to bus lanes, stops, signals, and curb regulations.
  • Ensure designs meet ADA standards, MUTCD requirements, NYC Street Design Guidelines, and Vision Zero principles.
