About The Position

The Assistant City Manager (ACM) is responsible for planning, directing, managing, and overseeing the activities and operations of Public Works. The ACM directly supervises department heads and non-exempt staff within the Public Works Administration, Engineering, Water and Wastewater Utilities, Streets Operations, Capital Improvement Projects, and Fleet and Facilities divisions of the City. Provides project management oversight for one of the largest capital improvement plans in the State. Coordinates assigned activities with other City departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager and may serve as Acting City Manager in the City Manager’s absence. Exercises direct supervision over management, professional, technical, and clerical staff.

Requirements

  • Master’s degree in Public Administration, Business Administration, or a related field.
  • Twelve (12) years of progressively responsible experience in the administration of municipal government, including five (5) years of significant supervisory and management responsibility.
  • Valid Class C Texas driver’s license.
  • Sound working knowledge of general management principles, budgeting processes, multi-funded financing operations; human resources policies and procedures, and applicable federal and state regulations and guidelines related to city management.
  • Ability to establish and maintain effective working relationships with government officials, the community, city staff, and stakeholders.
  • Excellent leadership and management capabilities.
  • Excellent communication (verbal and written), analytical, conflict resolution, and conceptual skills.
  • Proficiency with personal computer and applicable software applications.
  • Ability to make sound decisions.

Nice To Haves

  • Strong knowledge of Public Works is desired but not required.

Responsibilities

  • Oversees all Public Works operations of the City, including utilities (water and wastewater), streets & drainage, stormwater, fleet, and facilities maintenance to ensure effective and efficient operations.
  • Oversees Engineering and Capital Improvement Projects to ensure effective and efficient operations.
  • Participates in the selection, training, motivation, and evaluation of the management staff.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for Public Works departments.
  • Develops and submits operating and capital improvement budget recommendations and related justifications for areas of responsibility; manages expenditures to approved appropriations.
  • Identifies and implements cost-effective procedures and processes in Public Works.
  • Researches, evaluates, and resolves complex operational and administrative issues; confers with other City management and department personnel to identify opportunities for administrative and operational improvement; develops recommendations for policy and procedure modifications.
  • Ensures compliance with all applicable federal, state, and local laws/regulations, as well as with applicable grant and contract provisions.
  • Represents the City and the City Manager to elected officials, city staff, the community, and outside agencies; explains programs, policies, and activities related to Public Works; and negotiates and resolves sensitive, and significant issues.
  • Prepares and submits reports regarding City operations to the City Council, government agencies, or other authorized entities, as required or requested.
  • Meets and confers with citizens and business interests to remedy problems and discuss City policies and procedures; responds to and resolves sensitive inquiries and complaints from both internal and external sources.
  • Remains accessible via phone to address job-related issues or emergencies, using city applications.
  • Performs other duties as assigned by the City Manager or City Council.
