About The Position

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently. The Property Valuation and Tax Mapping division is seeking Assistant City Assessors, Level 2, to work in the Property Valuation & Tax Mapping (PVM) Division. Reporting to the Supervising Assessor, the selected candidates will assist City Assessors with various activities related to supporting the agency's property assessment operation. This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Requirements

  • Permanent Assistant City Assessor Civil Service Title.
  • A baccalaureate degree or higher from an accredited college or university; or
  • An associate degree from an accredited college or university or sixty (60) semester credits from an accredited college or university and one (1) year of full-time satisfactory experience in real estate work involving the valuation of real property; or
  • A four-year high school diploma or its educational equivalent and two (2) years of full-time satisfactory experience in real estate work involving the valuation of real property; or
  • Education and/or experience equivalent to the above; however, all candidates must have a high school diploma or its educational equivalent.
  • College credit listed in “2” above may be substituted for experience on the basis of thirty (30) semester credits from an accredited college or university for six (6) months of the experience described in “2” above.
  • Must include Employee Identification Number (EIN) when applying.
  • Must indicate if you are a permanent Assistant City Assessor.

Responsibilities

  • Assist valuation teams with conducting physical field inspections of properties in the five boroughs of New York City.
  • Collect relevant data regarding property, values, and transactions from owners, lessors and lessees, superintendents, or other building representatives such as brokers, relevant publications, or other departments of government.
  • Enter, utilize, and maintain data on mass appraisal computer systems.
  • Take measurements and write descriptions of property.
  • Interpret maps and building plans.
  • Take photographs of properties and maintain detailed records as required.
  • Utilizing the Tax Class 1 cost worksheet and other approved methods to prepare for and implement value changes on capped properties.
  • Examining parcels of greater complexity including physical changes on larger residential and commercial properties.
  • Reviewing property and assessment-related records and interacting with tenants, property managers and/or owners and their representatives.
  • Performing analytical and computation work at a higher level.
  • Conduct title searches and gather historic records to determine relevant interests concerning real property.
  • In the temporary absence of a City Assessor, may perform the duties of that individual.
