About The Position

We currently have a Temp Full Time, Assistant Chief Power Engineer position, which is located at Burnaby Hospital. This role manages the safe daily operation of the Energy Centre and all associated mechanical utilities and emergency electrical services supplying the Royal Columbian Hospital site. It provides technical direction and leadership to staff and others working in connection with the operation, maintenance, service and repair of the Energy Centre and all mechanical building systems. The role performs administrative duties associated with the safe operation, budget preparation, formulation of department policies and procedures; reviews safe work procedures and progressive training programs associated with the Energy Centre. It is responsible for planning, scheduling and implementing preventative maintenance programs and performs skilled hands-on engineering duties as required. The role facilitates the resolution of work problems by using recognized methodologies and liaising with users, staff and contractors.

Requirements

  • Certificate of competency as a 2nd Class Power Engineer recognized by the Province of BC.
  • Six (6) years' recent related experience including one (1) year in a supervisory position or an equivalent combination of education, training and experience.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to deal with others effectively.
  • Ability to read and interpret blueprints, drawings and specifications.
  • Physical ability to carry out the duties of the position.
  • Ability to operate related equipment.
  • Ability to supervise.

Responsibilities

  • Supervises Power Engineers and other designated staff by performing duties such as scheduling staff and coordinating work assignments, providing leadership, providing input to management regarding employee performance, facilitating resolution to workplace conflict, documenting discipline issues and determining related training and orientation requirements; participates in the section of staff;
  • Provides work direction, guidance/technical advice and leadership to Power Engineers and other designated staff; monitors the work of staff to ensure completion and compliance; ensures compliance with applicable codes, standards, regulations, policies and procedures by instructing and/or demonstrating correct work methods.
  • Schedules and coordinates multi-trade work activities, service outages for emergency repairs, equipment preventative maintenance and modification work. Coordinates and supervises all equipment and process shut downs, lockouts and start ups related to the operation of the Energy Centre and site services.
  • Plans, coordinates and controls a variety of maintenance and construction activities by reviewing work requests with user departments, estimating labour and material costs and availability; schedules project work and activities, planning anticipated upgrades and ensuring appropriate follow-up.
  • Oversees and updates standards/procedures and training manuals by conferring with industry colleagues, identifying new trends/processes, referencing applicable codes and regulations, writing training protocols and drafting standards/procedures for approval to ensure safety practices and safe work procedures are followed.
  • Supervises the work of outside contractors by providing input regarding contract specifications, coordinating and inspecting work to ensure adherence to specifications and other facility requirements; monitors expenditures and makes recommendations regarding budget by recording requisitions and reconciling to monthly statements, evaluating and ordering equipment/supplies; monitors expenditures and makes recommendations regarding the budget for assigned area.
  • Operates thermal generation equipment and distribution system such as steam, hot water heating boilers, expansible fluid, ventilation and air conditioning systems, including starting up and shutting down mechanical equipment and electronic controls systems; altering system operating parameter and schedules; monitors and records meter and gauge readings: maintains appropriate activity logs.
  • Establishes and monitors preventative maintenance program for the Energy Centre including mechanical and electrical systems by planning and utilizing computerized tools, coordinating activities and monitoring schedules to ensure completion pursuant to established codes/standards.
  • Maintains an inventory of supplies, equipment and tools; completes associated reports and records; evaluates/recommends purchase or related equipment and supplies; requisitions supplies and equipment, as needed; monitors expenditures for assigned area, makes recommendations regarding budgets; evaluates and selects equipment and supplies.
  • Coaches team members by clarifying role requirements, discussing progress and facilitating the establishment of individual and team goals; assesses employee progress and provides employee feedback to the Manager/Chief; gathers information regarding employee performance and forwards information to the Manager/Chief.
  • Monitors and adjusts chemical treatment systems; performs preventative and demand maintenance on items such as steam and hot water boilers and heating, expansible fluids, ventilating and air conditioning systems by lubricating, repairing, replacing or installing equipment and/or parts such as pumps, fans, compressors, heaters, refractories, pneumatic systems, valve, bearings and seals.
  • Tests and maintains auxiliary power generators and repairs/adjusts as required; performs tests on boiler systems such as combustion analysis, water treatment and steam efficiency analysis; maintains, repairs, replaces and extends steam piping systems including components of the physical plant such as expansion joints, valves, steam traps and other related system parts.
  • Answers service and emergency calls for utility and mechanical systems such as fire protection, medical air, vacuum, sterilizers; resets systems, assesses and performs required repairs and/or contacts appropriate person according to established procedures.
  • Performs skilled hands-on engineering duties as required.
  • Performs other related duties as assigned.
