The Assistant Chief Nursing Officer (ACNO) is responsible for assisting the Chief Nursing Officer (CNO) in planning, implementing, and evaluating nursing services to ensure the delivery of adequate and competent patient care. In the absence of the CNO, the ACNO assumes responsibility for Nursing Supervisors, Nursing Directors, and Clinical Education. The ACNO functions as an expert nurse, facilitating the development of nursing areas and guiding the provision of nursing care for all patients. This role participates in the design and development of systems compatible with ethical standards, organizational goals, and societal needs. The ACNO assists the CNO with developing, maintaining, and evaluating organizational planning systems, standards of nursing practice, and standards of care. They advocate for processes that allow for creativity in developing alternative plans for achieving desired, client-centered, cost-effective outcomes and promote the integration of management theories, research findings, and practice standards. The ACNO assists and supports staff in managing transitions, integrates policies into action plans, and utilizes clinical, human resource, and financial data to facilitate continuity of care. They ensure the CNO is informed of critical issues, collaborates with other departments, and provides training and coaching to managers and staff. The ACNO provides leadership in professional, community, and governmental bodies shaping healthcare policy, and provides leadership direction in identifying clinical nursing goals. They collaboratively participate with nursing leaders in developing and implementing systems to achieve clinical and administrative goals, and evaluate and revise organized nursing services. The ACNO supports the research process, serves as a professional role model and mentor, and collaborates with recruiters on recruitment and retention strategies. They initiate and lead departmental and cross-functional transitions, apply best practices, and promote harmonious relationships. The ACNO systematically evaluates the quality and effectiveness of nursing practice and administration, ensures performance improvement programs, and participates in peer review and interdisciplinary evaluation teams. They demonstrate knowledge of JCAHO Standards, State and Federal Regulations, ANA Standards, and the legal aspects of nursing practice, ensuring staff function within legal boundaries. The ACNO assists the CNO in assuring leadership and staff are aware of and comply with current standards, policies, and procedures. They visit nursing units regularly to assess patient care and staff contentment, and evaluate their own performance, seeking feedback and pursuing professional development. The ACNO acquires and maintains current knowledge in administrative practice, networks with peers, maintains professional affiliations, and collaborates with various stakeholders. They foster a non-discriminatory climate, support systems for addressing ethical issues, and participate in systems for preventing and reporting abuse. The ACNO acts as the Patient Ombudsman, accepts supervisory responsibility, and promotes a hospital-wide leadership image. They confer with nursing supervisors and directors, follow recruitment policies, ensure new employees attend orientation, monitor competency levels, conduct staff meetings, submit performance reviews, notify supervisors of disciplinary action, and attend relevant meetings. The ACNO facilitates revisions of job descriptions and ensures staff comprehension of policies and procedures, maintaining up-to-date reference materials.
