The chief objective of this position is to serve as the lead attorney who focuses on identifying and bringing civil actions alleging pattern and practice violations of the Virginia Fair Housing Law (VFHL), the Virginia Human Rights Act (VHRA), the Public Integrity and Law Enforcement Misconduct Act (PILEM) along with other relevant civil rights laws enforced by the Office of Civil Rights. Specifically, the attorney will plan and direct litigation activities that seek to eliminate patterns and practice of discrimination that violate the anti-discrimination provisions of the VFHL, VHRA, and PILEM, including the preparation and presentation of complex civil cases before state circuit courts. This will require the ability to plan, direct and control litigation activities, involving subject matter jurisdiction, adequacy and admissibility of evidence, proper application of judicial precedent, and the rules of civil procedure. These actions will be based on alleged violations that raise an issue of general public importance or involve patterns and practices of discrimination in housing, employment, places of public accommodation, including educational institutions, as well as other areas covered by the VFHL, VHRA, PILEM, or other state and federal civil rights laws. The attorney will also work closely with OCR investigators to assist with investigative plans and preparing final determination analyses for complaints alleging pattern and practice violations of the VHRA or other civil rights violations in preparation for and support of litigation. The attorney may also assist with litigating other cases in state circuit courts.
