About The Position

An independent forum for prompt and impartial resolution of administrative law contested cases involving citizens and state agencies, investigation of alleged unlawful employment practices in state government, and codifying administrative rules. The Civil Rights Investigator plays a critical role in enforcing state and federal employment laws. This position investigates complaints of discrimination in state employment, ensuring compliance with applicable statutes and regulations.

Requirements

  • Demonstrated experience conducting investigations and analyzing complex data.
  • Strong ability to interpret and apply laws, rules, and legal precedents.
  • Excellent written communication skills for technical report writing.
  • Ability to work effectively with individuals and stakeholder organizations.
  • Bachelor’s degree from an accredited institution and two (2) years of experience, or an equivalent combination of experience, in one or more of the following areas: Law Human resource administration, employee relations, or labor relations Civil rights enforcement, human relations, or law enforcement Social work, personnel administration, or rehabilitation counseling Or related field providing an understanding of property law, human relations, employment law, or investigations OR An equivalent combination of education and experience.

Responsibilities

  • Conduct investigations into allegations of discrimination in state employment.
  • Perform pre-investigative activities, develop investigative plans, and gather evidence through interviews, document reviews, and data analysis.
  • Draft requests for information and prepare investigative reports that include findings of fact, legal analysis, and conclusions based on evidence.
  • Apply state and federal laws, administrative rules, and legal precedents to case analysis.
  • Facilitate dispute resolution and settlement negotiations when appropriate.
  • Provide training and outreach on civil rights laws to stakeholders, including government agencies, and citizens.
  • Collaborate with state and local Civil Rights Commissions and other stakeholder organizations across North Carolina.
