About The Position

As an Assistant Airport Operations Duty Manager, you will perform daily airport management functions to inspect, monitor, and enforce safety and security procedures to ensure the safe, efficient, and secure operation of the airport complex. This role works under the general supervision of an Airport Operations Duty Manager Supervisory or under the direction of on-shift supervisory personnel. You will serve in the Airport Operations Department at Washington Dulles International Airport (IAD) or Ronald Reagan National Airport (DCA). The position performs airport management functions with responsibility for the safe, efficient, and secure operation of the airport complex (airside, terminal, and landside), maintaining constant awareness of changing conditions, activities, and requirements affecting airport operations. The goal is to maximize safety and security with minimal disruption to airport operations. This includes conducting inspections and enforcing compliance with the Airports Authority’s Security Program and Directives, Vehicle Control Program, airport specific safety and security procedures, Transportation Security Administration Regulations, and Federal Aviation Regulations. Performs related functions.

Requirements

  • Three years of experience in airport or airline operations at a 14 CFR Part 139 certified airport, OR three years of military airfield operations experience and a bachelor’s degree in any field.
  • Knowledge of and ability to apply airport safety and security regulations (e.g., 49 CFR Parts 1542, 1544, and 1546 and 14 CFR Part 139) and skill in applying them to conduct safety and security inspections and investigations, ensure airport security and safety procedures are current, and assist airlines with security requirements.
  • Participation in, or knowledge of, at least one of the following: Federal Aviation Administration (FAA) airport certification, airport or airline security program, recurring airport or airline disaster/emergency exercises, or the monitoring and coordination of airport construction and maintenance operations.
  • Knowledge of aircraft operations, to include navigational and unusual aircraft operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.
  • Ability to analyze complex situations, prioritize issues, and formulate response plans.
  • Ability to make detailed analyses of data and information and make recommendations.
  • Ability to speak and write effectively, with emphasis on communicating sensitive or confidential information in an emergency.
  • Skill in using a computer and modern office suite software, with emphasis on security access control systems and weather monitoring systems.
  • A state driver’s license in good standing.

Nice To Haves

  • A bachelor’s degree in aviation management, Airway Science, Aviation, or a related field.
  • Airport Certified Employee (ACE) certification in Airport Operations or Security from the American Association of Airport Executives (AAAE).
  • Experience in Airport Operations of a medium or large hub airport.
  • Experience in airport or airline security operations.

Responsibilities

  • Patrol assigned portions of the airport on foot, by vehicle, or by other approved measures to ensure compliance with the Airport Security Program, Airport Certification Manual, other Federal regulatory requirements, and airport rules and regulations.
  • Monitor terminal buildings and the Air Operations Area (AOA) ramp area for any unusual events or conditions, including news media and accidents.
  • Inspect the operational condition of the airport complex including, but not limited to, landside activities, concourses, terminal facilities, runways, taxiways, hold bays, fuel farm, safety areas, imaginary surfaces, NAVAIDs, lighting systems and perimeter security, during each tour of duty and ensures compliance with all related guidelines and requirements.
  • Responsible for implementation of the airport’s vehicle control program.
  • Monitor the Air Operations Area (AOA) and ramp area for normal operations and/or any unusual events or conditions including but not limited to safety and security incidents or accidents.
  • Monitor the passenger processing facilities such as the Main Terminal and Concourse areas including curbs, security checkpoints, customs facilities and various passenger transport modes to ensure normal passenger processing. Identifies and mitigates issues which could disrupt normal processes.
  • Monitor landside ground transportation and pedestrian areas including but not limited to roadways, parking areas, general vehicular circulation, sidewalks, and waiting areas to ensure normal operations, general cleanliness, and for any unusual events or conditions.
  • Document problems, discrepancies, and non-complying conditions concerning 14 CFR Part 139, and 49 CFR Part 1540 and 1542 and tenant activities to appropriate parties and reports for follow-up actions; monitors progress of corrections; determines severity of discrepancies and priority for corrective actions.
  • Take corrective action, file work orders for repairs, notify the appropriate manager or coordinator, and file reports for airport facilities.
  • Consult with the full performance Airport Operations Duty Manager or Airport Operations Duty Manager Supervisory prior to issuing any Notices to Airmen (NOTAMs) or authorizing the opening or closing of runways and/or taxiways.
  • Perform safety and security inspections of identification badges, personnel, facilities, vehicles, goods, and services for compliance with airport rules and regulations.
  • Perform testing of security measures as directed to determine the effectiveness of security measures and/or to ensure compliance with the Airport Security Program.
  • May conduct training for contractor security guards, monitor the services provided, and inform the Airport Security Manger and the Contracting Officer’s Technical Representative (COTR) of any concerns.
  • Direct tenant and Airport personnel on resolution of safety or security issues and intercede to mitigate tenant ramp operation disputes, seeking on-shift supervisory guidance or assistance to resolve complex issues.
  • Conduct investigation, mitigation and resolution of safety and security incidents and concerns including but not limited to the issuance of Notices of Violation for failure to comply with airport rules and regulations.
  • May take immediate corrective action to contain potential threats or incidents, which may include confiscating ID badges or directing removal of employees or contractors from the airport’s premises.
  • May coordinate or conduct inspections, investigations, or corrective actions with other Federal and State agencies and airline officials.
  • May serve as first responder to airport emergencies and other significant events, taking control of the scene until relieved by a senior official.
