About The Position

Incumbent serves as the Assets Manager for the Hamilton County Highway Department, responsible for overseeing upkeep of various management systems and infrastructure inventories of the Department as required. This role involves coordinating and overseeing road, bridge, and small structure inventories, developing prospective inventories, and maintaining crucial database and GIS files. The position also requires interaction with state and county agencies for reporting and compliance with accounting standards like GASB 34, as well as managing website content and transportation project data.

Requirements

• Baccalaureate Degree in business, accounting, computer technology, or related area, and a minimum of one (1) year of relevant experience, or equivalent combination of education and experience.
• Working knowledge of standard English grammar, spelling, and punctuation, and ability to complete detailed reports as required.
• Ability to effectively communicate orally and in writing with co-workers, other County departments, County Attorney, Board of Commissioners, land appraisers, utilities, consultants property owners, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
• Ability to operate standard office equipment including calculator, computer, printer, copier, fax machine, video and digital cameras.
• Ability to plan and lay out assigned work projects, and effectively use a variety of technical reference materials, and Department software, such as network, computer aided drafting, GIS, word processing, and spreadsheet.
• Must have a working knowledge of ESRI ArcGIS.
• Ability to analyze survey and other data, and read and interpret property legal descriptions, prints, maps and specifications.
• Ability to provide public access to, or maintain confidentiality of, Department information and records according to State and agency requirements.
• Shall comply with all employer and Department personnel policies and work rules, including, but not limited to, punctuality, attendance, safety, drug-free workplace, and personal conduct.
• Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
• Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time, and work rapidly for long periods, occasionally under time pressure.
• Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
• Ability to occasionally work extended and/or evening hours and occasionally travel out of town for seminars and meetings, sometimes overnight.
• Possession of a valid driver’s license and demonstrated safe driving record.

• Incumbent reports directly to County Highway Engineer.

Responsibilities

• Coordinates and oversees the road, bridge, and small structure inventories using database and GIS software.
• Develops and oversees prospective inventories, yet to be developed, including sidewalks, multiuse paths, and landscape features.
• Maintains the road network centerline file in ESRA ArcPro software in conjunction with Microsoft access database software.
• Submits roadway changes to Indiana Department of Transportation (INDOT) for inclusion into Hamilton County’s official road inventory maintained by INDOT.
• Documents removal of roads from State inventory due to annexations by cities and towns.
• Enters and updates County GIS system and Department’s inventory for road changes and deletions.
• Answers jurisdictional questions related to newly acquired assets or deletions of assets.
• Provides necessary inventory and condition analysis of County’s highway assets as required to comply with Government Accounting Standards Board (GASB) Reporting Model, including accounting for and reporting financial data.
• Tracks project and maintenance activity costs for all assets.
• Tracks construction in progress, maintenance preservation costs, and capitalizing infrastructure costs at project completion.
• Works with the Auditors Office Asset Management staff.
• Produces annual Highway Department Management Discussion and Analysis with required supplemental information for GASB 34.
• Prepares Department’s Capital Asset Policy for GASB 34.
• Assists other County agencies in writing and implementing the County-wide Capital Asset Policy for GASB 34.
• Provides analysis and summary of bi-annual bridge performance conditions and annual road performance ratings for GASB 34 required supplemental information (management discussion and analysis) portion of the report.
• Creates and maintains Highway Department section of County Website, including Transportation Improvement Project Interactive Map and associated project pages for County Website, including online forms and specifications, public meeting information, and road closures.
• Maintains Access database for transportation projects.
• Assigns accounting codes for projects.
• Tracks project costs using Workday, Microsoft Access, and Excel software.
• Works closely with Administrative Coordinator and Administrative Assistant on these duties.
• Utilizes ArcGIS, Adobe Illustrator, and Acrobat to produce a wide range of thematic maps based on road, bridge, or project attributes, including, but not limited to, jurisdictional maps, snow routes, right-of-way takes, flood plains, and road performance ratings.
• Assists staff with GIS problems and large-scale printing.
• Assists Department staff by formatting and updating the Transportation Improvement Plan.
• Assist GIS Administrator and/or Right of Way Manager with reviewing legal descriptions as needed.
• Works with Pavement Specialist on the maintenance of road inventory condition ratings for maintenance and reporting needs.
• Conducts annual analysis of aggregate and bituminous mix bid prices for award taking into account geographical considerations.
• Exchanges information with other municipalities, utilities, drainage districts, and railroads to coordinate County activities as needed.
• Maintains current knowledge of relevant issues by periodically attending seminars and meetings.
• Performs related duties as assigned.
