About The Position

Provide districtwide leadership for the planning, administration, and reporting of state and federal assessment and accountability programs. This position oversees the district's testing and accountability program, federal program’s grant management and compliance, and support for Multilingual Learner (ML/EL) identification, services, and reporting. The Coordinator works under the direction of the Chief Academic Officer to ensure full compliance with state and federal policy across all three program areas, and serves as the district's primary point of contact for the NC Department of Public Instruction on matters of testing, federal entitlement grants, and multilingual learner programming.

Requirements

  • An education degree or a degree in a related area that will qualify for North Carolina licensure
  • Must hold or be eligible to hold a NC Teaching License
  • 5 or more years of experience as an exemplary teacher/leader with strong student achievement results
  • Knowledge of the North Carolina curriculum and evidence-based instructional practices
  • Experience with testing and accountability programs and software preferred
  • Working knowledge of NC state assessment and accountability requirements (EOC, EOG, NC Check-Ins, WorkKeys, AP, ACT/PreACT) and related testing systems.
  • Knowledge of federal program and grant management requirements, including CCIP and entitlement/supplemental grant compliance.
  • Knowledge of federal and state policy governing English Learner identification, screening, and services (WIDA/ACCESS, LEP Plan).
  • Knowledge of FERPA and accommodations requirements for students with IEPs, 504 Plans, and EL status.
  • Strong organizational and project management skills, with the ability to coordinate multiple concurrent deadlines and compliance cycles.
  • Skill in collecting, analyzing, and reporting data to inform leadership decision-making and required state/federal submissions.
  • Skill in developing written materials and delivering training/professional development for school and district staff.
  • Proficiency in required data/testing systems and standard office software.
  • Ability to interpret and apply complex, evolving policy with accuracy and consistency.
  • Ability to manage competing priorities across multiple program areas with a high degree of detail and compliance accuracy.
  • Ability to build effective working relationships with school staff, district leadership, and state agency personnel.

Responsibilities

  • Coordinate the district's testing and accountability program under the direction of the Chief Academic Officer, ensuring compliance with all state and federal assessment requirements.
  • Develop and facilitate the district testing calendar and other testing documents in collaboration with the Chief Academic Officer and other district administrators.
  • Coordinate the logistics of test security and administration training, including site preparation, materials, and participant communication, and provide training to School Test Coordinators and staff on test administration requirements.
  • Manage all facets of testing operations, including security, inventory, ordering, scheduling, delivery, pickup, scanning, scoring, disposal, and the printing and distribution of testing materials and reports.
  • Monitor district and school-level testing systems for irregularities, missing data, or required actions, and conduct on-site monitoring of testing administration to ensure adherence to security and accommodation protocols.
  • Verify the accurate input and application of testing accommodations for students with IEPs, 504 plans, and English Learner status.
  • Assist School Test Coordinators with processes and procedures before, during, and after assessment administration.
  • Collect, analyze, and interpret testing data, and assist the Chief Academic Officer and district leadership with reporting and presentation materials for the Superintendent and Board of Education.
  • Maintain accurate enrollment, cohort, and graduation data as it relates to testing eligibility and accountability reporting.
  • Monitor student participation rates and investigate any enrollment or attendance discrepancies that affect testing requirements.
  • Compile and submit required state accountability data, checklists, and reports according to established deadlines.
  • Facilitate data exchange and communication with the NC Department of Public Instruction's Department of Accountability Services and other state offices.
  • Review and apply updated state testing business rules, audits, and compliance guidelines.
  • Manage purchase orders and processing related to testing materials and scoring services.
  • Serve as the primary point of contact for vendors, School Test Coordinators, and state agencies regarding testing matters.
  • Collaborate with district departments to support cross-functional reporting requirements.
  • Plan and deliver professional development on testing procedures, accountability processes, and related topics.
  • Attend required state and regional meetings, and disseminate relevant updates to the Chief Academic Officer and other stakeholders as needed.
  • Maintain proficiency in required testing and data systems and standard office software.
  • Coordinate, complete, submit, and monitor entitlement and supplemental federal grants through CCIP, ensuring all required data, updates, and grant components — including the Private School Invitation to Consultation, Comprehensive Needs Assessment, and Equity Plan — are submitted according to DPI and federal deadlines.
  • Disseminate and provide ongoing support related to federal program policies, guidance, and updates to district and school staff.
  • Provide support to Targeted Support and Improvement (TSI)-identified schools and their administrations, ensuring that required timelines and improvement processes are met.
  • Review and revise budget matters concerning federal funding to ensure alignment with grant requirements and fiscal compliance.
  • Monitor fiscal and program compliance across all federal grant funding sources, address findings, and implement corrective actions as needed.
  • Attend required regional and state Federal Programs meetings, and disseminate relevant updates to district and school stakeholders.
  • Serve as the primary point of contact for the NC Department of Public Instruction and other state/federal agencies regarding federal program matters.
  • Maintain accurate records and documentation to support audits, monitoring visits, and compliance reviews.
  • Disseminate and provide ongoing support related to Multilingual Learner (ML/EL) policies, program updates, and federal/state guidance to district and school staff.
  • Provide instructional support, guidance, and problem-solving assistance to EL/ML instructors, schools, and administration on evidence-based strategies and best practices for ML education.
  • Ensure required screening timelines are met for newly enrolled and existing students identified as potential English Learners, including compliance with the 30-day federal screening requirement.
  • Develop, complete, and submit the district's LEP Plan to the NC Department of Public Instruction according to established deadlines.
  • Coordinate and submit required state and federal reporting, including the ML Headcount, Immigrant Headcount, and ML Survey, ensuring accuracy and timely submission.
  • Monitor compliance with all Multilingual Learner program deadlines and reporting requirements.
  • Maintain accurate records and documentation to support audits, monitoring visits, and compliance reviews related to ML/EL programming.
