About The Position

The American Rescue Plan Act (ARPA) and Housing Improvement Program (HIP) Manager will be experienced in Federal grant management, government grant accounting, or similar work to support state and local governments with designing, operating, and ensuring compliance for their US Treasury funded ARPA grants, including the ARPA HIP grant. This role is part of a project management team making a significant impact on behalf of state and Tribal government recovery operations, optimizing federal pandemic relief resources.

Requirements

  • Bachelor’s degree in business administration or related field experience with major concentration in managing people, budgets, program objectives and grant administration combined with 2 years of work experience in an Emergency Response or ARPA/Treasury related field.
  • Excellent verbal and written communications, people skills and computer skills.
  • Ability to self-start and work independently, and in collaboration with others, and be able to develop and lead a team.
  • Experience working in a culturally diverse setting.
  • Able to analyze tribal and political factors to posture Emergency Response direction for the Tribe.
  • Possess a valid Nevada Driver’s License and be insurable.
  • Pass pre-employment drug screen and complete background investigation.
  • Able to lift 40 lbs. or more.

Responsibilities

  • Maintains positive relations with regulatory, governmental, and granting agencies, and other Tribal departments.
  • Keeps abreast of current trends and information in the fields of National and Tribal Emergency Response, etc. and reviews and prepares comments on federal regulatory documents.
  • Attending necessary training sessions and meetings and preparing informational and monthly reports for Tribal Council.
  • Oversee consultants and ensure contractual deliverables are completed within the required time frame.
  • Oversee program management activities for the ARPA and ARPA/HIP Funds Housing activities, including contract reviews, HIP and ARPA Council presentations, milestone and key performance indicator tracking, communications, and financial forecasting.
  • Lead and support delivery of ARPA-funded projects.
  • Lead and facilitate cross-functional working groups in the development of project proposals, including internal program design, and external Request for Proposal (RFP) processes.
  • Manage the implementation of selected projects, including project design and stand-up, monitoring, evaluation, and close-out.
  • Support the Yerington Paiute Tribal Council and departments in implementing projects and managing relationships with the Tribal Membership and Community.
  • Manage and lead team meetings, including developing presentations, facilitating discussions, and communicating appropriate follow-up summaries and action items.
  • Ensure project design, implementation, monitoring, and evaluation are consistent with the ARPA fund guidance while engaging community members and Tribal programs.
  • Support preparation of regulatory reporting and work with Administration and Finance to ensure deadlines are met.
  • Review draft agreements and amendments for relevant projects, ensure delivery of contract requirements, and manage extensions and renewals of contracts, as needed.
  • Proactively and routinely track project deliverables, expenditure, and deadlines against program goals.
  • Review and Revise Emergency Response Plan.
  • Identify issues, follow escalation processes, and engage appropriate parties to mitigate risks.
