About The Position

Responsible for assisting the Director and the Associate Director of Facilities Projects in contributing to the College’s long-term direction of the physical and built environment to meet the evolving needs for teaching, residential life and other institutional priorities. Responsibilities involve multiple project stages, from planning and design, to creation or modification and completion of the physical appearance, as well as additional real estate components. Assists the College in managing the planning, design, and construction processes in all approved projects to their respective completions, ready to deliver for operations and occupancy usage. This position shall provide technical and administrative assistance required regarding design and contracting efforts.

Requirements

  • Bachelor’s degree in Facility Management, Architecture, Engineering, Construction Management or related field.
  • At least ten years of experience in the following areas: Programming/Planning/Architectural Design, Construction Documentation / Administration, Contract Bidding & Negotiation Costs, Renovation Design & Construction, Underground Utilities Design and Construction Management, Facilities Management or engineering or equivalent combination of education and experience are required.
  • Familiarity with campus master planning process.
  • Excellent organizational skills in order to maintain and retrieve various types of information and documentation.
  • Experience in interpreting specifications and blueprints.
  • Experience with construction estimates as essential to capital projects or major improvements.
  • Working knowledge of building codes, fire and safety codes and requirements.
  • Excellent oral communication skills are required when presenting information and responding to questions from students, employees, the general public in one-on-one or group situations and when conveying information to employees, design consultants, contractors and governmental officials.
  • Ability to write business correspondence and procedure manuals plus compose memos, letters, and emails.
  • Ability to maintain a positive work environment and share knowledge in a manner others may perform their duties.
  • Ability to read, analyze, and interpret documents such as safety rules, operating and maintenance instructions, and procedural manuals.
  • Advanced skills using Microsoft Office Suite (Word, Excel, PowerPoint) which including such things as writing business correspondence, memos, and e-mails, plus creating flyers, tables, spreadsheets using formulas, and graphs.
  • Experience using Cad and Prolog Construction software packages.

Nice To Haves

  • Educational institution and CADD experience and professional license is a plus.
  • APPA Educational Facilities Profesional ( EFP ) or Architect eligible for registration, preferred.

Responsibilities

  • Managing the planning, design, and construction processes for all approved projects through completion, ensuring they are ready for operations and occupancy.
  • Coordinating the assessment/evaluation of campus project needs for staffing moves, renovations, new facilities, utilities management, and landscape/hardscape management.
  • Developing project programming with end users.
  • Managing the procurement of architectural, engineering, and consultant services through the appropriate bid process.
  • Managing the design process from the Schematic Design phase through Construction Administration and building turnover.
  • Coordinating the project design schedule with the design team to meet the Owner’s desired construction timelines.
  • Providing Owner input regarding design standards from the Schematic Design phase through the Construction Documentation phase.
  • Reviewing and evaluating design documents as they relate to approved program spaces and campus standards for capital projects and major repairs and improvements.
  • Assisting the design team with submitting design information to the appropriate authorities having jurisdiction for permitting.
  • Recording and documenting all meetings related to each design phase.
  • Assisting and coordinating with design team members regarding appropriate signage, furniture, equipment, landscape, and hardscape components associated with capital projects and major repairs and improvements.
  • Reviewing and evaluating budgets as they relate to design documents and making recommendations for approval and/or budget adjustments.
  • Reviewing and evaluating invoices from approved design team members and consultants and making appropriate recommendations for payment.
  • Reviewing and evaluating contractor pay applications and making appropriate recommendations for payment.
  • Managing the procurement process for construction services through the bid process and Notice to Proceed.
  • Assisting with contract negotiations between the College and contractors/consultants by evaluating and preparing appropriate contract language and documentation.
  • Serving as the Owner’s representative and liaison between the design team, construction team, and College staff/end users during construction projects, renovations, and major repairs and improvements to existing facilities.
  • Managing contractors’ work during construction in a manner that minimizes disruption to faculty, staff, students, and ongoing campus operations while protecting the existing environment.
  • Coordinating the project construction schedule with the construction team to meet the Owner’s desired completion timeline.
  • Coordinating contractor-to-Owner/end user training on building systems and components during building turnover to ensure proper operation and maintenance.
  • Facilitating the design and construction team’s punch list process from substantial completion through final completion.
  • Managing the closeout documentation from the construction team to the Owner.
  • Recording and documenting all meetings related to every phase of construction.
  • Tracking and coordinating end-user issues related to construction projects with the design team and contractor during the warranty period.
  • Scheduling and coordinating the 11-month project inspection with the design and construction teams prior to the end of the warranty period.
  • Managing all end-of-warranty issues with the contractor through completion.
  • Assisting with and managing smaller capital improvement projects.
  • Assisting in developing deferred maintenance projects and coordinating the completion of deferred maintenance projects as scheduled.
  • Assisting in investigating, assessing, and recommending campus building assessments for the future capital improvement plan.
  • Assisting in developing appropriate components of the campus master plan.
  • Assisting in the continued development of campus construction standards, sustainable design improvements, and energy-efficient management systems and components to maximize the useful life of capital projects.
  • Participating in continuing education and providing training on evolving industry practices to personnel responsible for operating capital projects and to appropriate end users.
  • Serving as the Owner’s representative to the College by responding to agencies and authorities having jurisdiction over capital projects and improvements.
  • Coordinating and managing the safe handling of suspected hazardous materials or environmental conditions associated with capital projects and improvements.
  • Keeping daily project logs.
  • Negotiating change orders.
  • Inspecting projects for compliance with contract specifications.
  • Performing final acceptance inspections.
  • Preparing and processing all required forms and documentation necessary to close out projects both financially and physically.
  • Providing monthly project status reports and additional updates as required.
