About The Position

The Illinois Department of Public Health (IDPH) is seeking a highly motivated individual to perform architectural duties. This role involves specialized and complex assignments including reviews and approvals of drawings and specifications, site approval, construction progress approval, life safety code inspections, building evaluations, regulation development, technical reporting, and computer applications. The IDPH is responsible for overseeing communities in Illinois to achieve and maintain optimal health and safety, with an annual budget of $600 million and over 1,100 employees.

Requirements

  • Requires a bachelor’s degree in architecture or architectural studies.
  • Requires possession of a valid Illinois certificate as a registered architect.
  • Requires appropriate, valid driver’s license.
  • Requires ability to travel in the performance of duties.
  • Requires the physical ability to climb stair and ladders, and access construction sites.
  • Requires completion of the Life Safety Code Surveyor certification program within 24 months of hire.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
  • All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission.

Nice To Haves

  • Three (3) years of professional architectural experience.
  • One (1) year experience conducting on-site inspections and surveys of health care facilities to determine conformance with applicable laws, regulations and codes
  • One (1) year experience conducting inspections of construction projects.
  • Thorough knowledge of the theory, principles and practices of architecture.
  • Thorough knowledge of building construction practices, building materials and trades capabilities and construction.
  • One (1) year experience communicating architectural themes effectively to nonarchitect parties without utilizing technical jargon.
  • Ability to independently evaluate project elements and make sound architectural decisions.
  • Elementary knowledge of basic engineering principles.
  • One (1) year experience in Microsoft Word, processing, and spreadsheet applications (i.e., Microsoft Word, Microsoft Outlook, Excel, PowerPoint).

Responsibilities

  • Travel to conduct "onsite" inspections and surveys of existing health care facilities to determine conformance with applicable laws, regulations, and codes relating to certain federal assistance programs, certain federal certification programs and generally recognized health care facility standards.
  • Conduct inspections and make comments regarding "in process" construction.
  • Upon construction completion, inspect the physical plant and recommend approval of the health care facility for usage or occupancy with relation to the physical plant licensure component.
  • Receive, review, approve or disapprove and/or comment upon health care facility drawings, specifications and change orders in accordance with the various applicable laws, regulations and codes.
  • Complete the required inspection forms in office or on site, inform medical facilities of deficiencies, evaluate and approve proposed methods of correcting deficiencies.
  • On federally assisted programs, review and prepare certain application documentation and recommend approval of documentation.
  • Attend educational seminars relating to health care facilities and design and construction standards.
  • Conduct research and prepare technical reports on new health care technologies.
  • Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
