About The Position

Works under limited supervision to be accountable for applying a broad range of basic intermediate and advanced appraisal and assessment methods and techniques. This position is responsible for collecting expense data and income, making onsite visual inspections, compiling and analyzing market data, learning and performing standardized mass appraisal processes, and using the Tyler Integrated Assessment System to value property. The role also involves handling customer inquiries, defending property values before boards, specializing in complex appraisals, and teaching appraiser-related training.

Requirements

  • Five (5) years of experience in real estate appraising
  • Bachelor's degree from an accredited college or university in accounting, business administration or a closely related field; OR An equivalent combination of related education and/or experience.
  • PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.
  • Must be certified as one of the following: Tennessee Certified Assessor (TCA) or hold a higher designation from the Tennessee State Board of Equalization (or have satisfied all requirements necessary to take the Tennessee Certified Assessor (TCA) Assessment Level 3 Case Study and must obtain Tennessee Certified Assessor (TCA) Certification within one (1) years of hire.
  • International Association of Assessing Officers (IAAO) designation of CAE RES or CMS.
  • Certified General Licensed Appraiser from the Tennessee Real Estate Commission and must obtain Tennessee Certified Assessor (TCA) Certification within five (5) years of hire.
  • Certified Residential Licensed Appraiser from the Tennessee Real Estate Commission and must obtain Tennessee Certified Assessor (TCA) Certification within five (5) years of hire.
  • Must possess a valid Tennessee Driver’s license or secure one upon date of employment.
  • Must have access to an operable automobile and meet County Insurance requirements for automobile insurance upon date of employment.
  • Ability to accurately assign grade, condition and effective year built to each property.
  • Extensive knowledge of the appraisal/assessment industry.
  • Knowledge of the basic, intermediate and advanced steps in the appraisal process and performing each at a competent level.
  • Skilled in appraising larger, more complex and residential/commercial properties.
  • Knowledge of value concepts and the total appraisal problem, including knowledge of why an appraisal is made, what must be done to make the appraisal, and the production problems involved.
  • Knowledge of how ultimate appraisal reports relates to those on similar and dissimilar properties.
  • Ability to maintain cooperative relations with clients and employees, as well as a willingness to work to meet office/statutory requirements.
  • Knowledge of the principles and practices of real estate appraisal.
  • Ability to be proficient in the application of mathematical and statistical tools used in real property appraisal.
  • Ability to analyze appraisals.

Responsibilities

  • Collects expense data and income which meet the standard production and quality expectations including measuring, listing, working permits, verifications of sales information and assigning grades and C D U’s.
  • Makes onsite visual inspections for percentage review and data verification for quality assurance purposes. Will also conduct advanced research, appraisal and analysis assignments.
  • Uses all objectives and subjective property characteristics variables to list and value properties according to prescribed performance standards.
  • Compiles and analyzes market data using prescribed methods and techniques with a minimum amount of supervision.
  • Learns and performs standardized mass appraisal processes fully meeting expectations.
  • Learns and uses Tyler Integrated Assessment System to value property fully meeting prescribed performance expectations.
  • Receives and handles customer inquiries about property assessments.
  • Represents the Assessor's Office, provides verbal and written reports to defend the values it provides before the local and state Boards of Equalization with a minimum level of guidance and supervision from the Manager.
  • Specializes in complex appraisals and advanced mass appraisal processes, such as land modeling, income and expense modeling, and multiple regression analysis.
  • Teaches and provides appraiser-related training. Develops and writes technical manuals, standard operating procedures, performance standards and measures. Prepares planning and workflow analysis tools, such as Gantt charts and flow charts.
  • Performs operations as required to arrive at reasonable and supportable valuations using the CAMA system.
  • Performs other related duties as required or directed.
