About The Position

Under the general direction and supervision of the appraisal manager or designee, the appraisal technician performs real property inspections, data collection, obtains construction costs, and estimates observed quality, condition and components for a variety of residential real properties within the Kenai Peninsula Borough boundaries. The appraisal technician conducts various field surveys and assists the real property appraisers in the valuation (assessment) process and in the development of standards for field inspections pertaining to the quality and classification of various residential real properties. This is an entry-level position in the field of real property appraising with emphasis on the inventory and classification of real property improvements and land features through field and imagery inspections.

Requirements

High school diploma.
Familiar with computer processing, accurately and proficiently type a minimum of 40 wpm, ability to function in stress related environment, must be able to interact effectively with the public and handle difficult situations.
Must have a valid Alaska driver’s license to perform all job functions, and the availability of a personal vehicle, are required.
Must submit applicable typing test per the Minimum Qualifications required. Tests can be taken online or at the Alaska Job Center or equivalent. Must show name and date of test.
Demonstrate competence with outlook, excel, the basic understanding of the taxability of real property and the use of the existing CAMA system.

Nice To Haves

Appraisal Technician I may bump up to Appraisal Technician II once documented training is complete.
Bump up to Appraisal Technician II is conditioned upon budgetary restrictions and management’s review of the individual competency and capabilities of the Appraisal Technician.
Applicant may be placed at Appraisal Technician II depending on previous experience and Director approval.

Responsibilities

Have good knowledge of and continually utilize the appraisal manual, CAMA system, camera, software systems.
Perform real property improvement measurements, field inspections, investigations, surveys and capture photos.
Provide assistance to the real property appraisal staff in the performance of real property appraisals.
Record, collect, document and maintain real property sales.
Prepares limited and routine real property reports and records.
Records, collects and documents construction cost data.
Gathers data pertaining to observed quality, condition and classification of residential real property.
Represents the department and the Kenai Peninsula Borough, at-large, in frequent contact with property owners and the general public.
Travel, including some overnight trips.
Works in a limited capacity with computerized appraisal systems and equipment as required.
Other related duties as assigned.
