About The Position

The El Paso County Assessor's Office is seeking a data-driven and analytical professional to join our team as an Appraisal Analyst. In this impactful role, you will combine statistical analysis, predictive modeling, and real estate valuation expertise to support fair, accurate, and equitable property assessments across the county. As a key member of the Assessor's Office, you will analyze market trends, evaluate real estate sales, and apply advanced mass appraisal techniques to ensure compliance with Colorado property tax laws and industry standards. You will serve as a subject-matter expert on sales data, quality assurance, and Computer-Assisted Mass Appraisal (CAMA) systems, while collaborating with appraisal staff and leadership to improve processes, maintain data integrity, and drive informed valuation decisions. Requirements

  • High school diploma or equivalent education.
  • Four years of professional appraisal experience.
  • Knowledge of real estate principles, practices, markets, and values.
  • Knowledge of construction materials and methods.
  • Knowledge of Structured Query Language (SQL) and Access Connectivity Engine (ACE) languages for database queries.
  • Understanding of the sales comparison and cost approaches to value, as well as the ability to apply this knowledge when composing appraisal reports for purposes of property appeals.
  • Understanding of neighborhood valuation analysis and delineation, as well as time trending and multiple regression analysis.
  • Understanding of computer software, especially CAMA systems, Statistical Package for the Social Sciences (SPSS), and Microsoft Access.
  • Working knowledge of Microsoft Office, including Word, Excel, and Outlook.
  • Ability to solve practical problems by appropriately choosing from a variety of mathematical techniques.
  • Understanding of statistical principles of correlation, probability, and measures of dispersion and central tendencies.
  • Ability to research and develop market grid adjustments.
  • Able to operate a computer, digital cameras, cell phones, laser measuring tools, and tape measures; ability to read and interpret maps and blueprints.
  • Ability to express ideas and facts to individuals or groups in a succinct and organized manner.
  • Ability to communicate effectively, both verbally and in writing with regard to proper grammar, spelling, punctuation, and the intended audience.

Responsibilities

  • Performs statistical analyses and predictive modeling for mass appraisal assignments, including data analysis and quality control tasks on large data sets.
  • Collects, verifies, processes, and analyzes Residential (Single Family) property sales data.
  • Coordinates and organizes sales data and indexing program, including preparation of ratio reports and recommendation of appropriate indexes as required by the Colorado Division of Property Taxation.
  • Completes the mass valuation of real property using multiple regression analysis and other analytical procedures.
  • Measures appraisal performance with the International Association of Assessing Officers (IAAO) and accepted industry standard practices to ensure compliance with Colorado assessment requirements.
  • Assists in managing the sales confirmation process, ensuring an accurate and complete sales database for property valuation.
  • Serves as subject matter expert (SME) for sales confirmation data, systems, and workflow.
  • Collects, confirms, and analyzes sales data on all Residential (Single Family) property transfers in the County utilizing appropriate sources, including deed and contract recordings, real estate firms, multiple listing reports, and unrecorded contracts filed in the Assessor's Office.
  • Directs and performs processes necessary to record appropriate sales data in the database.
  • Coordinates with the Personal Property section in the review and abstraction of Personal Property value in Residential (Single Family) sales.
  • Analyzes ratio studies; determines which areas or property classes need adjustment or reappraisal between appraisal cycles.
  • Assists Assessor’s Office Leadership in reviewing appraisals, setup, and sales ratio work of staff; provides recommendations for adjustments.
  • Determines compliance with the Colorado State Board of Equalization standards for assessment level and quality.
  • Collects data and produces documentation and reports for the state contracted auditor.
  • Ensures accuracy of data provided.
  • Assists with testing and troubleshooting for Assessor applications.
  • Serves as the subject matter expert for testing of any Computer-Assisted Mass Appraisal (CAMA) system upgrades.
  • Documents successes and gaps discovered during testing.
  • Constantly assesses database accuracy and actively searches for inconsistencies and errors.
  • Generates clean-up reports for use in quality assurance activities.
  • Works closely with staff and other departments to ensure the integrity of data.
  • Performs appraisal duties, property inspections, deferral and exemption reviews, and appraisal reviews as needed.
  • Adapts to policy changes and analyzes affected business processes. Changes may be due to Assessor policy, statutory and constitutional amendments, appellate case law, or revised Division of Property Taxation guidelines.
  • Performs other duties as required.
