About The Position

The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates for the Applications & Security Portfolio Manager position. This role leads a team in the Information Technology Management Office responsible for the development and processing of all IT Applications & Security contracts. The ideal candidate will possess in-depth knowledge of strategic sourcing and category management practices, experience in negotiating complex contracts, vendor management skills, and demonstrated expertise in IT services, IT Applications & Security, and enterprise applications. Responsibilities include evaluating market conditions, supplier core competencies, and competitive positioning using industry cost models and price benchmarking. The role involves implementing solutions through collaboration with internal and external stakeholders and suppliers to reach agreement on contract terms. Additionally, the position requires analyzing industry trends and evolving technology to proactively identify supply base issues, minimize risk, protect supply continuity, and capitalize on emerging opportunities. This role is crucial for leading and managing procurement operations within DoIT.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in business or public administration.
  • Requires prior experience equivalent to four (4) years of progressively responsible procurement experience in a public or business organization.
  • Requires three (3) years of professional supervisory experience in a large organization.

Nice To Haves

  • Four (4) years of professional experience managing IT procurements and contracts within an Applications and Security portfolio, including contract lifecycle management and procurement planning, and adherence to competitive procurement principles.
  • Four (4) years of professional experience applying competitive procurement principles, including IFBs, RFPs, RFQs, or RFIs in planning, developing, negotiating, and implementing strategic sourcing contracts within a government environment.
  • Four (4) years of professional experience managing vendor relationships, including contract negotiations to optimize value, ensure compliance, and drive cost-effective procurement solutions.
  • Four (4) years of professional experience developing and executing long-term sourcing plans, formulating strategic sourcing strategies, and managing procurement portfolios to align with organizational goals and enhance end-user satisfaction.
  • Four (4) years of professional experience providing leadership and oversight to procurement teams, including approving procurement actions, and ensuring adherence to relevant policies and procedures.
  • Ability to analyze IT products and services supply markets and trends for potential cost reduction, supply chain risks, and opportunities for improvement.
  • Ability to develop and maintain cooperative working relationships with internal and external stakeholders, including IT procurement teams, legal departments, vendors, and agency leadership, to support the effective management of the Applications & Security procurement portfolio.
  • Demonstrated verbal and written communication skills to present administrative information clearly and precisely to diverse stakeholders including executives, managers, staff, subordinate staff, and external/internal auditors.
  • Master’s degree(s) in operations management, master’s degree in business administration (MBA), master’s degree in public administration (MPA), or related advanced degree(s) in business, operations, finance, law, or economics.
  • Certification(s) in one or more of the following: Institute of Supply Management (ISM), Association for Supply Chain Management (ASCM), National Institute of Governmental Purchasing Certified Procurement Professional or Universal Public Procurement Certification Council (UPPCC) as a Certified Public Procurement Buyer (CPPB), Certified Public Procurement Officer (CPPO), or other similarly related certifications.

Responsibilities

  • Serves as the Applications & Security Portfolio Manager, managing and administering policy and procedure for the general operation of Department procurements for the Applications & Security portfolio for the Department of Innovation & Technology (DoIT) Information Technology Procurement Office (ITPO).
  • Collaborates with the Agency Procurement Officer in planning and developing aspects of the portfolio and category creation and strategic sourcing, providing leadership and support to ITPO procurement staff for implementation of all sourcing initiatives to deliver productivity while at the same time enhancing customer service for end users and client agencies.
  • Administers Department procurements through subordinate staff overseeing management of procurement of goods and services for DoIT and client agencies, including overseeing initial development of all types of procurements, specifications, and helps to define solicitation and contract specifications.
  • Develops plans to strengthen cost containment and align resources to better leverage spending and analyzes spending trends/history in comparison to client provided forecasts to identify opportunities for influential and proactive negotiations.
  • Serves as full-line supervisor.
  • Serves as an official agency spokesperson to internal and external entities, vendors, contractors, public, private, and federal officials, including preparing briefs, presentations, and responses on procurement related issues.
  • Maintains Business Enterprise Program (BFP) and Veterans Business Program (VBP) compliance and deliverables through subordinate personnel in coordination with DoIT Supplier Diversity unit staff, including collaborating with the Department’s Chief of Supplier Diversity to recommend goals for solicitations to achieve statutory BEP participation.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
