About The Position

The Public Utility Commission (PUC) is seeking a skilled and creative Applications Developer to join its Product Development Section. This role involves building and maintaining .NET applications, contributing to the agency's digital services, and supporting internal operations and public-facing platforms. Requirements

• One year as an Applications Developer 1 or Computer Programmer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
• Four years of information technology experience that includes two years of experience in applications development or applications maintenance; or
• Two years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; or
• A bachelor's degree in any information technology field.
• Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
• Must meet the PA residency requirement.
• Must be able to perform essential job functions.

Responsibilities

• Design, develop, test, and deploy applications using .NET 6/7/8, Visual C#, VB.NET, ASP.NET, and related technologies.
• Maintain and enhance existing applications, contributing to modernization and migration efforts toward newer frameworks and platforms.
• Build APIs and integration layers that connect internal systems and enable efficient data exchange between platforms.
• Develop and manage SQL Server database objects, including writing complex queries, stored procedures, and optimizing performance.
• Work with stakeholders and end-users to translate business needs into technical specifications, and provide technical support throughout the project lifecycle.
• Troubleshoot and debug application problems through root cause analysis and diagnostic tools, document solutions and implement preventive measures.
• Ensure applications meet cybersecurity, privacy, and regulatory standards.
