This role will focus on the maintenance, enhancement, and ongoing support of the WIC FL-WiSE / Electronic Benefits Transfer (EBT) data system, ensuring system performance, integration, and compliance across multiple platforms and interfaces. Requirements

• 11+ years of experience in application development using: ASP.NET, VB.NET, C#.NET, ADO.NET, Web Forms, HTML, CSS, JavaScript
• 11+ years of experience with databases: DB2, MS SQL Server (2008R2, 2012, 2016+), SSRS, Oracle (PL/SQL required)
• 9+ years working in team-based development environments
• 9+ years supporting system integrations, interfaces, and troubleshooting across servers and environments
• 9+ years of experience with change management and code promotion (TFS / Visual Studio)
• 6+ years working with Financial transaction systems
• 6+ years working with Application conversions (e.g., Access to SQL/.NET)
• 6+ years working with Telecommunications protocols (SMS, MMS, GSM)
• 1+ year of experience with IBM Cloud services (e.g., Watson, chat assistants)
• Strong expertise in Microsoft Visual Studio and Team Foundation Server
• Experience with complex system integrations and multi-platform environments
• Knowledge of enterprise application architecture and performance optimization
• Familiarity with API development and integration frameworks

Nice To Haves

• Experience applying statutory laws and administrative rules to system development is highly valued

Responsibilities

• Provide daily development, maintenance, and technical support for WIC data systems and EBT interfaces
• Troubleshoot system issues and implement timely solutions for operational and development challenges
• Develop, enhance, and maintain applications using .NET technologies and database systems
• Analyze and document business and technical requirements for system improvements
• Create and execute test plans, including support for User Acceptance Testing (UAT)
• Monitor system performance and recommend improvements for efficiency and scalability
• Support integrations with external systems (e.g., Florida ACCESS, IBM Watson, messaging platforms)
• Maintain detailed technical documentation and system performance reports
• Ensure compliance with data security, confidentiality, and regulatory requirements
