About The Position

The Teachers’ Retirement System of Oklahoma (TRS) is modernizing its systems by replacing legacy platforms with a new, cloud-native environment hosted on Azure. This initiative, named MyPAS 3.0, aims to integrate seamlessly with existing systems like MyTRS and MyERS. TRS serves over 210,000 members, making it the largest state pension system in Oklahoma. The modernization addresses challenges such as fragmented workflows, manual processes, limited scalability, and stability issues. The new technology stack includes Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and a document management solution. The project involves migrating legacy systems to the Azure cloud, modernizing the member portal, and supporting both legacy and new systems concurrently. The goal is to have all major systems operating on Azure with improved performance, scalability, and maintainability, while also retiring the ALICE platform and reducing technical debt. Expected outcomes include reduced manual work, fewer errors, improved turnaround times, enhanced security, better user satisfaction, greater operational resilience, and lower maintenance costs.

Requirements

  • Knowledge of modern application development frameworks, programming languages, and secure coding practices
  • Knowledge of software development lifecycle (SDLC) methodologies, including Agile
  • Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition
  • Knowledge of TRS business rules, including those specific to the Pension Software System
  • Familiarity with legacy systems architecture, dependencies, technologies, and integration points
  • Ability to deliver high-quality work output with minimal defects
  • Ability to translate technical specifications into maintainable, production-ready software
  • Ability to collaborate effectively with TRS technical staff, analysts, testers, and project managers
  • Ability to manage multiple development tasks and meet established timelines
  • Ability to communicate complex concepts clearly to both technical and non-technical audiences

Nice To Haves

  • Computer Science or MIS degree with 3-5 years’ experience also preferred or equivalent combination of experience and education

Responsibilities

  • Performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff to review
  • Developing, enhancing, and maintaining application components that meet functional and technical requirements
  • Developing clear, actionable user stories and maintaining a prioritized backlog
  • Developing APIs, system interfaces, and automation workflows
