About The Position

This position is the third level of the Application Developer series. Provides support and configuration for packaged and custom Mecklenburg County applications. This position, with minimal supervision, is responsible for designing, coding, testing, correcting, and documenting complex programs and scripts from agreed specifications, and subsequent iterations, using agreed standards and tools, to achieve a well-engineered result. Under the supervision of the Application Manager, the Application Developer in this class is responsible for leading an application development team to deliver applications based on detailed specifications. The Application Developer III manages, maintains, and secures PeopleSoft applications (HCM) by handling installations, configurations, patching, and performance tuning of web servers, middleware (WebLogic/Tuxedo), and database connections. Will ensure high availability and support development teams with migrations. Responsibilities include creating database backups, preparing the database environment for open enrollment, tax updates and upgrades, working with PeopleSoft interfaces and other PeopleSoft administrative duties.

Requirements

Nice To Haves

  • 4-8 years of experience in PeopleSoft administration.
  • Proficiency in PeopleSoft architecture, PeopleTools, WebLogic, Tuxedo, Oracle/SQL, and operating systems like Linux/Windows.
  • Understanding of Change Assistant, PUM (PeopleSoft Update Manager), and SQL tuning.
  • Knowledge of Cloud-enabled infrastructure environments

Responsibilities

  • Design, code, test, deploy, maintain, enhance, and support County software systems
  • Work with business customers and IT business analysts in translating requirements into plans and specifications
  • Work in a team-based environment, communicating effectively with all levels of staff and management
  • Identify business and system requirements
  • Produce design and other technical documentation
  • Design and code reviews for components produced by self and other teams
  • Provide work estimates to project team and lead
  • Troubleshoot applications and make recommendations for improvement

  • Installing, configuring, patching (PUM/Image updates), and upgrading PeopleSoft application tools and infrastructure.
  • Performing refreshes, maintenance, and backups for production and non-production environments.
  • Monitoring and optimizing system performance.
  • Managing user profiles, security roles, permissions, and ensuring adherence to security policies.
  • Resolving application, middleware (WebLogic, Tuxedo), and connectivity issues.
  • Working with developers, DBA, and Server teams to facilitate application changes, migrations (using app designer), and incident resolution.
  • Configure and maintain web, application, batch, search and PUM servers/tiers
  • Work with Network team for web server certificates, firewall and load-balance for high availability
  • Monitor system performance and jobs running on the process monitor and resolving issues
  • Monitor interfaces with vendors and other applications
