About The Position

This position serves as the State of Alaska’s senior-most HRIS/ERP functional–technical expert, responsible for ensuring the State’s Human Resource Information System meets complex operational, statutory, payroll, labor-relations, and regulatory requirements across all agencies. The role involves leading enterprise-level HRIS initiatives by translating high-stakes HR, payroll, benefits, and labor-agreement requirements into system configuration, integrations, business rules, and functional design. The position acts as a statewide HRIS authority, providing expert guidance to departments, payroll offices, and external partners who exchange HR and payroll data with the State, ensuring accuracy, compliance, and system integrity. Responsibilities include leading HRIS technical and functional team members, contractors, system upgrades, enterprise enhancements, and statewide payroll production cycles to maintain stable, compliant system operations. Additionally, the role requires evaluating proposed legislation, bargaining-agreement changes, and statewide business-process updates to determine HRIS impacts and recommend strategic, feasible solutions that support long-term system reliability and statutory compliance.

Requirements

  • Knowledge of HR management concepts, principles, and practices related to identifying and analyzing HR processes, translating functional requirements into technical requirements, and delivering and maintaining HR information systems.
  • Knowledge of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements.
  • Knowledge of HR concepts, principles, and practices related to retirement, insurance, injury compensation, and other employee benefits programs.
  • Adaptability: Adjusts planned work by gathering relevant information and applying critical thinking to address multiple demands and competing priorities in a changing environment.
  • Computer Languages: Knowledge of computer languages and their applications to enable a system to perform specific functions and skill in designing, writing, testing, debugging, troubleshooting, and maintaining the source code of computer programs.
  • Customer/Quality Focus: Anticipates, monitors, and meets the needs of customers and responds to them in an effective, appropriate manner. Demonstrates commitment to identifying customers’ apparent and underlying needs and continually seeks to provide the highest quality service and product to all customers.
  • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Training in computer science or system analysis and/or progressively responsible professional experience analyzing, developing, testing, troubleshooting, or maintaining computer applications.
