About The Position

Provide accurate accounting and fiscal review of externally funded grants, projects, and contracts. Coordinate with the Manager, General Accounting the annual independent audit for KMOS-TV (CPB). Responsible for alerting the Manager, General and Ancillary Accounting to complex accounting issues and aid in their resolution. Prepare the Year End Audit Schedules of assigned external Audit Work Papers. Responsible for the performance of general accounting duties as directed by the Manager, General and Ancillary Accounting and/or the Director, Accounting Services.

Requirements

  • Bachelor’s degree in Accounting, Finance or related field required.
  • Five (5) years of progressively more responsible accounting experience required.
  • Working knowledge of accounting standards of higher education (GASB, FASB).
  • Working knowledge of OMB Circulars pertaining to the administration of grants/contracts.
  • Lift 50 lbs

  • Experience in higher education/fund accounting preferred.
  • Previous Sponsored Programs Administration experience preferred.

Responsibilities

  • Account for fiscal administration of all University externally funded grants, projects, and contracts.
  • Maintain current knowledge of all federal, state, local and other regulations applicable to University external awards.
  • Share in the development, implementation and maintenance of a training program related to externally imposed regulations applicable to the University and contribute to the education of the campus community regarding the requirements for accounting policies and procedures relating to grants and contracts, especially federal awards.
  • Improve cash flow by assuring timely billing of grant and contract receivables.
  • Promote University compliance with federal and state law and regulations by maintaining current working knowledge of federal and state regulations relevant to grants and contracts and communicating regulatory information to appropriate University administrators.
  • Interacts with principal investigators and Office of Sponsored Programs and Research Integrity (OSPRI) staff to understand award deliverables and payment terms; works closely with OSPRI in all matters impacting accounting.
  • Interact with the KMOS-TV staff to ensure proper accounting to ensure compliance with CPB regulations.
  • Prepares the Department of Health & Human Services Indirect Cost Proposal for the University that is necessary for the recovery of indirect costs from sponsored programs.
  • Analyze and interpret Office of Management and Budget (OMB) Circular 2.CFR.200, “Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards”, and determine applicability of University expenditures.
  • Perform annual accounting duties in the development, structure and control of the budgets and fiscal closing activities for various funds.
  • Monitor budgets throughout year and propose budget adjustments as needed.
  • Assist Sponsored Programs in the close process of all funded grants.
  • Support Accounts Payable by reviewing payment requests for accuracy.
  • Review Transfer Forms and Interdepartmental Transaction Forms for accuracy and creates entry in Banner.
  • Make correcting journal entries as required by the Accounting Service, Accounts Payable, or Budget and Planning.
  • Perform tasks as directed by the Manager, General and Ancillary Accounting or the Director, Accounting Services.
  • Act as backup to the sales tax function.
  • Act as liaison to campus student organizations. Create and manage registered student organization accounts, perform presentations as needed and provide guidance as to accounting for their funds.
  • Provide accounting services and guidance to coaches regarding athletic camps.
  • Prepare schedules as requested by the Director, Accounting Services for annual external audit.
  • Work with outside agency auditors, including the annual audit pursuant to OMB Circular A-133, as well as audits of individual grants or contracts by specific agencies.
  • Perform all audit requirements by external funding agencies.
  • Determine funding sources for grants and contracts.
  • Obtain CFDA number for accounts receiving federal funds (direct or pass through).
  • Prepare, analyze, and compile all required supporting schedules.
  • Work with Manager, General and Ancillary Accounting in the coordination and planning of the separate audit with external audit firm.
  • Preparation and audit review of Corporation of Public Broadcasting Annual Financial Report for KMOS-TV.
  • Consolidation of all funds for KMOS-TV to present separate financial statements including Statement of Net Position, Statements of Revenues, Expenses and Changes in Net Position, Statement of Cash Flows and a Supplemental Schedule of Functional Expenses which is included in the printed independent financial audit.
  • Develop and submit online the Annual Financial Report (AFR).
  • Prepare supplemental schedules for KMOS-TV in accordance with the Communications Act of 1934, as amended and relevant criteria established in the CPB Financial Reporting Guidelines.
  • Responsible for keeping up with any changes in GAAP Statements or CPB guidelines that would affect the AFR or Financial Statements.
  • Coordinate with supportive areas to ensure adequate and timely reporting of audit schedules and supporting documentation for the CPB audit – these areas include Foundation, Broadcasting Services, Office of Technology, Procurement and Office of Sponsored Programs.
  • Overview of the US Department of Education – Student Financial Aid Funds.
  • Performs reconciliation of Student Financial Assistance federal funds to University Financial Statements.
  • Prepares the financial funds portion of the annual FISAP.
  • Resolves fund discrepancy issues.
  • Management of cash flow for all federal sponsored programs.
