About The Position

Quantum Research International, Inc. (Quantum) is seeking an Analyst to support its Capabilities Directorate Operations Division (CDO) team at the Headquarters Department of the Army (HQDA) G-8 Capabilities Directorate at the Pentagon. The Army Transparency Analyst tracks equipment from programming to budgeting to procurement to delivery and receipt at unit level. The Analyst supports this effort by collecting, analyzing and documenting data.

Requirements

  • Bachelor’s Degree
  • Secret clearance
  • A minimum of two (2) years of experience and expertise in Force Development duties.
  • Experience may be obtained at varying levels of Army organizations, but candidates should have experience at most senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands.
  • Superior skills in Microsoft Excel to enable manipulation of large amounts of data.
  • Able to work within a team environment, as well as independently.
  • Able to communicate effectively with team members, government personnel, and senior Army leadership.
  • Strong work ethic and ability to multi-task/ manage multiple priorities and willingness to learn.

Nice To Haves

  • HQDA Staff/Pentagon experience is preferred
  • Force Development experience

Responsibilities

  • Provide quality control assessments of Transparency data collection and submit a report quarterly to CDO leadership and the Transparency Integrated Process Teams.
  • Reconcile differences between expected fielding and recorded deliveries, conducting updates on reconciliation of expected fielding quantities; and track requirements, acquisition, and deliveries.
  • Prepare summary data using the data collection files and the Equipment Transparency Report (ETR) to show progress in meeting equipment delivery targets by component each quarter. Summary data will be in the form of bar charts, graphs and/or excel data tables.
  • Draft the Annual Transparency Data Collection Tasking Memo, review the Letter of Instruction (LOI) for necessary changes annually, coordinate with the government lead and AE2S-M automation team for issues and required capability upgrades in support of data collection, and prepare documents for formal staffing.
  • Quarterly, prepare and make recommended changes to training materials. Materials will include any automation changes, the format of the data collection files, quality control trends, quality control reviews and the ETR.
