The Regulatory Compliance Analyst will be part of the National Program Operations Team and report to the Regulatory Reporting and Compliance Manager for California. This role operates in a highly regulated environment requiring precision, strong documentation practices, analytical rigor, and the ability to support work subject to regulatory review and audit. The Analyst will serve as a key resource supporting California compliance and regulatory implementation, regulatory reporting activities, compliance governance efforts. The role will help systematize regulatory requirements, maintain compliance documentation and reporting frameworks, and support cross-functional teams in implementing California-specific compliance obligations. This role will be primarily dedicated to supporting California's SB 54 implementation and ongoing compliance obligations, including statutory and regulatory analysis, regulatory reporting support, compliance oversight activities, and coordination related to CalRecycle requirements. The Analyst will support the development and maintenance of compliance controls, reporting processes, decision documentation, and producer-facing guidance necessary to support implementation of CAA's approved Program Plan. The role will provide regulatory, technical, and operational compliance support for the implementation of extended producer responsibility (EPR) programs, helping ensure alignment with applicable statutory, regulatory, and program plan requirements. The position will assist in translating regulatory requirements into business processes, compliance tools, reporting frameworks, and internal guidance that support consistent and program implementation. The Analyst will support the development and maintenance of reporting categories, fee methodologies, compliance requirements, and regulatory reporting frameworks across multiple EPR programs, with a primary focus on California. The role will partner closely with Producer Services, Data & Analytics, Materials Management, Regulatory Affairs, and other internal stakeholders to support compliance implementation, reporting accuracy, risk identification, and regulatory readiness. The Analyst will contribute to continuous improvement initiatives designed to strengthen compliance controls, improve reporting quality, enhance regulatory transparency, and reduce administrative burden for producers while maintaining compliance with statutory and regulatory requirements.
