About The Position

The City of Windsor is seeking an Analyst Programmer for a temporary full-time position within the Information Technology department. This role reports to the Manager, Web & Digital Services and is responsible for analyzing, designing, building, implementing, troubleshooting, maintaining, and enhancing specialized computer systems, programs, and databases. The position requires effective communication with users and staff to resolve issues, and involves developing integration strategies for diverse applications. The Analyst Programmer will also be responsible for documenting procedures, creating specification documents, conducting research for RFPs, evaluating IT solutions, providing technical input for strategy decisions, rationalizing cost benefits, managing a training budget, processing financial instruments, developing and presenting training solutions, building and supporting digital municipal online services, providing functional supervision of students, and performing Occupational Health & Safety duties.

Requirements

  • A four (4) year post-secondary Community College Diploma or University Degree in Computer Science or Ontario Ministry of Education equivalencies
  • Over four (4) years of work experience in a fast paced computer programming environment (complex, integrated software environments both in client and web based solutions requiring immediate response to solutions with little to no direction where experience includes design, development, documentation, testing and support)
  • Work experience in application development in two or more major systems including integration of them
  • Knowledge of current design and system development methodologies
  • Skills to communicate effectively and professionally in both oral and written formats
  • Ability to work under tight deadlines and remain focused despite constant interruptions
  • Strong analytical and problem solving skills with the ability to manage multiple project priorities and timelines are essential
  • Strong effective interpersonal skills and initiative that will complement your ability to work independently or in teams
  • Willingness to continue upgrading skills in order to keep up with the ever-changing technology

Nice To Haves

  • Knowledge of PeopleSoft or .Net framework with C-style languages
  • Knowledge of HTLM5, CSS3, JavaScript, and frameworks like Angular or React
  • Knowledge in C#, Entity Framework Core, and IdentityServer4
  • Familiarity with cloud platforms, APIs, and DevOps
  • Understanding of accessibility, data privacy, and security standards

Responsibilities

  • Analyzing, designing, building, implementing, troubleshooting, maintaining and enhancing specialized computer systems, programs and databases for various types of hardware platforms and operating systems to suit user needs
  • Communicating effectively with users, the public and fellow staff in order to determine the nature and cause of problems and take the necessary steps to effect the most appropriate solution
  • Expediting problem solutions with a degree of efficiency and effectiveness that is appropriate to a Real Time/On-Line/Web-Based environment taking into consideration the high level of visibility and immediacy of user and public impact
  • Responding frequently to programming inquiries in person and/or by phone
  • Responding to problems that may arise in the systems during working hours, after hours on holidays and vacations
  • Developing integration strategies and building and installing suitable interfaces for diverse applications (new and upgrades) deployed on varying hardware platforms and operating systems while utilizing multiple application development tools
  • Functioning effectively in a multi-project, multi-tasking environment by employing time management, stress management and task continuation skills
  • Building and implementing divisional procedures and system routines that would ensure that corporate policies for data security and integrity, information confidentiality and business continuity are not compromised
  • Implementing backup and recovery plans
  • Documenting procedures and specifications for use by Users, Technical Operations and Systems Development personnel to facilitate exercise of their duties
  • Creating Functional Specification Documents based on the business requirements and Technical Specification Documents detailing network, database, server and workstation requirements and solutions
  • Performing coordinator functions on projects requiring collaboration of diversely multi-skilled staff
  • Conducting analysis and researching for the development of Request for Proposals and Business Requirement Documents
  • Participating in the research, evaluation and recommendation of IT solutions or technical tools provided by vendors
  • Providing technical input and rationalization for departmental strategy decisions
  • Providing rationalization of cost benefits for projects
  • Accountability for the selection and administration of the training budget
  • Processing financial instruments (i.e. T4’s)
  • Developing, implementing and presenting comprehensive training solutions for users, employees and management groups
  • Building, maintaining & supporting digital municipal online services
  • Providing functional supervision of students’ technical work
  • Performing Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program
  • Performing other related duties as required
