About The Position

The Office of Health Programs (OHP) serves as the Bureau of Global Health Security and Diplomacy’s (GHSD) central office for health program implementation and oversight. OHP protects Americans and enhances U.S. security and prosperity by providing technical leadership and award management for lifesaving global health programs. OHP advances international efforts to combat HIV, malaria, tuberculosis, malnutrition, and maternal and child health challenges that threaten global stability and U.S. interests. OHP ensures that U.S. investments in global health achieve measurable results. OHP staff collaborate with foreign governments, organizations, industry, and non-governmental actors to strengthen health systems, improve access to essential services, and reduce morbidity and mortality among children, mothers, and families. The Office develops, implements, and coordinates health program policies and initiatives that promote well-governed country health systems capable of responding to the needs of their people and acting responsibly within the international system. OHP also leads efforts to coordinate health programming with other global donors, support the scale-up of evidence-based best practices, and build self-sufficient health systems abroad. Through this work, OHP saves lives, fosters global health security, and advances U.S. national, economic, and health interests.

Requirements

  • Demonstrated ability to operate effectively in complex and evolving environments.
  • Strong analytical, organizational, and communication skills, with the ability to translate technical information into clear reporting and actionable insights.
  • Expertise in program monitoring and evaluation in the areas of HIV, TB, malaria, and/or maternal, child, and neonatal health
  • Experience developing, tracking, and analyzing performance-based metrics and milestones for United States Government foreign assistance partners
  • Strong analytical and data management skills, including proficiency in Excel, Tableau, R, Python, or other equivalent programming languages
  • Familiarity with Congressional reporting requirements and processes
  • Excellent communication, stakeholder engagement, and report-writing abilities
  • Ability to provide technical guidance and capacity building to teams
  • Experience synthesizing complex technical and programmatic information for senior leadership and external audiences
  • Strong attention to detail and ability to manage multiple reporting deadlines and priorities
  • Proficiency in Microsoft Office 365 applications, with experience in SharePoint preferred
  • Experience working with cross-functional teams and engaging diverse stakeholders in a government or international development context
  • Master’s degree or higher in Public Health, Public Policy, Program Management, or a related field
  • Minimum 6 years of progressively responsible experience in program monitoring and evaluation, performance metrics development, and Congressional or donor reporting
  • Demonstrated experience supporting health program implementation, monitoring, and reporting in a government, donor, or international development context
  • Must be a U.S. citizen.

Responsibilities

  • Develop and monitor performance-based metrics and milestone frameworks for programs across OHP priority health areas
  • Support the development of routine analytics by drafting business and reporting requirements and serving as a liaison between technical subject matter experts and systems engineers
  • Provide technical guidance to teams on data collection, analysis, reporting, and use of performance information for decision-making
  • Coordinate with program managers, technical teams, and stakeholders to gather, validate, and synthesize required information for monitoring and reporting
  • Prepare regular updates, dashboards, briefing materials, and summaries for leadership and stakeholders
  • Support the development, review, and submission of Congressional reports, ensuring accuracy, completeness, and compliance with requirements and timelines
  • Analyze program performance data to identify trends, gaps, risks, and areas for corrective action or program improvement
  • Develop and disseminate guidance documents, tools, templates, and training materials to strengthen reporting consistency and program monitoring practices
  • Document lessons learned and best practices to inform future reporting, monitoring systems, and performance management approaches
  • Coordinate across offices and teams to ensure monitoring and reporting approaches align with Bureau priorities, program requirements, and broader strategic objectives

The projected compensation for this position is $95,000.00 to $100,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
